MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY DECEMBER 10TH 2002

In attendance:- Mrs D Burt (clerk) and three members of the public.
1) Apologies Cllr Thorne, Cllr Nelson, Cllr Bignell (NDDC).
2) The minutes of the November 12th meeting, having been circulated to councillors, notice boards and the website, were taken as read. It was proposed by Cllr Mrs Calcott and seconded by Cllr Trowbridge that they be signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only None
4) Matters Arising
i) Recreation Ground
Swings – The clerk reported that Wicksteed had agreed to take off the amount of �250 which had been charged for the security fencing but had written that the storage fee would remain as the installers had stored the equipment. A cheque for �5386.26 had been sent. The grant from NDDC can now be claimed. The chairman had finished putting the turf around the swings.
Mower – This is now being housed in the garage, the tractor remains at the chairman�s farm. The chairman reported that following a request from Shillingstone Football Club the new mower had been used to cut the grass at their recreation ground because it had become too long for their gang mowers.
Electric check � Following the visit by the Fire Officer a full electrical check on the whole building has been undertaken, the report is awaited but it�s thought that only a few minor things such as labelling and new batteries for the emergency lights, will need to be attended to. A new emergency light for the back exit and spare tubes have been purchased, the chairman has installed the light. A check will now be carried out annually as part of the risk assessment policy.
Alcohol licence � Cllr Frampton reported that there had been two objections to the licence application. There was some discussion about the use of the licence and it was agreed that although the Parish Council supports the Football Club, if the licence is granted a written agreement should be undertaken to limit the use of the Pavilion with alcohol to after football matches and special occasions so as not to be in competition with the local pub. Cllrs Frampton and Corben who had declared an interest in that they are members of the Football Club agreed that it was not their intention to take business from the pub but the pub had been unable to accommodate them and to stop the need for continual applications for occasional licences the Football Club had applied for a full licence as that was the only alternative. ii) Chicken Processing Factory
5 smell diaries have been received each reporting little or no smell in the centre of the village, some recurring smells are due to the blood lorry or the effluent treatment plant in Shillingstone Lane. It was agreed that generally the smell in the centre of the village had decreased significantly but some lesser problems are being experienced in other parts of the village.
A copy of a letter from Mr Longfoot to NDDC development control was read it welcomed the 30 day ban on transport operations and went on to list conditions placed on planning decisions in the past relating to factory operations, which the author felt had not been adhered to and asked that enforcement action be taken.
There was a lengthy discussion about the alternative lorry operations and parking during the ban, and the financial cost to Faccenda, the contract lorries had continued to keep to the 20 mph speed limit and the decrease of noise at night had been very welcome, it was hoped that this could be continued.

iv) Greenhayes /Higher St path
Footpath 66 has now been resurfaced with tarmac. Cllr Mrs Calcott said that one of the posts at the Higher St end had been removed, the clerk suggested that this could be for wheelchair access.
v) The Pound
The stonemason Paul Louth from Belchalwell had given a draft of lettering which the clerk had cleared with Cllr Mrs Calcott, the cost would be approximately �233.
There is still a piece of broken branch hanging from one of the trees over the Pound after some discussion it was proposed by Cllr Frampton and seconded by Cllr Mrs Calcott that tree surgeons be contacted to attend to it, this was agreed.
vi) Parish Survey item discharged.
vii) Future Development
As there had been no progress on this it was proposed by Cllr Burt and seconded by Cllr Frampton that the clerk write again to the landowners agents for an update on their discussions with NDDC, this was agreed.
viii) Golden Jubilee 2002
There are still some commemorative mugs available, which are surplus to requirements.
ix) Travellers
A letter had been written to development control a reply is awaited.
The chairman reported that a parishioner had been informed by travellers at Conygar that they had bought the site, this had been followed up with Mr Evans, DCC who said that there was not true but the travellers had offered to pay rent which DCC had declined. He also said that they were in the process of negotiating a moving date for them.
The chairman is still pursuing the matter of tax with the Inland Revenue and has now got a contact in Bournemouth.

The clerk had written to DCC ROW informing them of the damage to the horse barrier connecting with footpath 53. DCC will reinstate the barrier.
xiv) Overhanging hedges
There is still a problem in Castle Lane, clerk to check correspondence. There was also a report of one in Higher St; Cllr Mrs Calcott will follow this up.
xv) Orchard � Mary Gardens
NDDC has not yet carried out the work.
xvi) Parish Councils Code of Conduct NFTR item discharged.
xvii) Countryside & Rights of Way Act 2000
The Countryside Agency has acknowledged receipt of PC comments.
xviii) Litter bin � Mary Gardens
After several emails it appears that NDDC replaced the wrong bin but have now replaced the right one, they are also checking that the bins on Bowey Field are emptied regularly.

ï¶ DCC copy of letter to Brian Gillingham from Traffic Management regarding his request for bus stops.
Mr Gillingham explained his request for a bus stop at New Cross and for moving the one by The Cross to across the road opposite the School his main concerns were on safety grounds. There

followed a long discussion with many opposing views on the safety issues involved, it was agreed to defer the matter until the next meeting, an invitation for comments from parishioners to be put in the Parish Magazine. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that a letter is written to DCC asking them to defer a decision until this council had had more time to look at the problems, this was agreed.

ï¶ Chris Wallis requesting details of family members who had lived in Okeford, many of the councillors remembered his family and were willing to help
ï¶ R Drake via the chair – copy of new permissive footpath to be formed near Back Lane, Mr Drake wants walkers to go around his field instead of across it, there was some confusion, which the chair would take up with Mr Drake.
6) Representatives Reports
Tree Officer Mr Dennis Eadsforth has volunteered to take on this post, he has already cleared away fallen trees from footpath 53 and The Pound, the council is grateful for his interest and welcome him to the post.
DAPTC Cllr Burt reported that at the last meeting of the DAPTC there was discussion about the proposed levy by Sturminster Newton TC, other parishes felt as this council that they were not willing to precept a sum for SNTC. Questions were asked why NDDC was not back on track with spending, they replied that they were on course but a further 5 years would be needed. The next meeting would be at Okeford.
Poor Lands Charity Committee Cllr Frampton reported that the trustees had issued 15 awards of �10 each in the parish.
Local Public Transport Mr Gillingham had given his report earlier.
7) District Councillors Report None
8) Points from the Public
via the chair � a resident of Fiddleford had complained about the drainage on the back roads. Also a bridge wall had been knocked down and DCC were in the process of considering what action to take.
9) Financial Matters

It was proposed by Cllr Mrs Calcott and seconded by Cllr Frampton that the above are authorised. This was agreed.
Confirmation of the new NatWest bank account had been received, it was proposed by Cllr Mrs Calcott and seconded by Cllr Frampton that authorisation be given to close the account at Barclays, this was agreed. It was proposed by Cllr Corben and seconded by Cllr Frampton that authorisation be given for a cheque to the value of remaining money to be paid to the NatWest account, this was agreed.
Barclays had now found the cheque they had previously lost.
Donation of �3 for a mug had been received.
Precept 2003/2004 � NDDC had now given the figure for Band D properties as 366.90, on the proposed precept this will mean an increase of approximately 95p. It was proposed by Cllr Corben and seconded by Cllr Trowbridge that the final draft be accepted, this was agreed.
10) Annual Risk Assessment
As some councillors had not got the relevant papers with them and due to the lateness of the hour it was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that this item be deferred to the next meeting, this was agreed.

11) Planning Matters
a) applications
2/2002/1075 � Mr & Mrs Gibbs, The Paddock, Fiddleford. Demolish existing extension, construct new extensions. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that this council has no objections. This was agreed.
2/2002/1139 � Mr & Mrs M Bowes, Knoll Farm, The Common. Demolish redundant farm buildings, erect stables office/studio and m�nage. Alterations and extensions to dwelling. It was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that this council has no objections. This was agreed.
b) decisions
2/2002/0820 & 2/2002/9128(LB) � The Mill, Little Lane, change of use from mill to class B1. Granted with various conditions.
2/2002/0896 & 2/2002/9142(LB) � Oke-Apple House, 1st floor extension, internal alterations. Granted with various conditions.

There being no further business, the chairman closed the meeting at 9-40 pm and invited everyone present to join him for a pre Christmas drink.
