OKEFORD FITZPAINE PARISH COUNCIL EXTRAORDINARY
PARISH COUNCIL MEETING HELD IN THE PAVILION ON TUESDAY
SEPTEMBER 2ND 2003
Present:- Cllr M Burt (chairman)

In attendance:- Mrs D Burt (clerk), and 13 members of the public.
1) Apologies Cllr A Frampton (work commitment).
2) Discussion of Faccenda Group submission regarding vehicle operators licence, Higher St.
The closing submissions of the Faccenda Group had been copied to councillors for the previous council meeting. (The full submission forms appendix �a� of the August 19th minutes).
Cllr Frampton had written a letter with his views, this was circulated to councillors.
Points raised from the discussion were:-
Contract lorries will not be covered by the operator licence conditions.
The Faccenda Group has applied for an operator licence at an alternative site near Sturminster Newton for the �catching lorries�.
Cllr Trowbridge felt he should declare an interest in that his son-in-law owns the site that the application was made for.
Refrigeration lorries run from electric should be quieter than diesel.
The Police, DCC and the Traffic Commissioners should be asked to assist Faccenda achieve its proposal regarding highway safety measures.
The highway safety measures should be welcomed.
Faccenda would accept a reduction in fleet size from 10 vehicles and 14 trailers to 5 vehicles and 8 trailers.
Faccenda would accept a condition that there should be no movement of its authorised vehicles on Saturdays and Sundays except between 9.00am and 9.00 pm with a maximum of 10 movements of which no more than 4 movements on Sundays.
The voluntary speed restriction has been working.
It can only be beneficial for the parish to work with Faccenda to make improvements.
Perhaps all lorries should operate from another site.
The biggest problems are night noise and weekend disturbance.
Proposals should not be detrimental to the running of the factory.
Two or three representatives from the PC should meet with Faccenda on a regular basis.
Could the size of lorries be reduced.
3) Points from the public relating to above (maximum time 30 minutes)
Points raised:-
A white lorry is leaving the factory in the early hours sometimes at 2 am, 3 am or 4 am.
Faccenda are neighbours the parish should work together with them.
On several occasions lorries are meeting in Castle Lane and cannot pass.
A 20 mph speed restriction should be placed on the coaches picking up the workers.
Other large vehicles speed through the village an official 20 mph speed restriction should be asked for.
Other lorries and buses use the Faccenda yard to turn in and cause difficulties.

5) Decision on response
The steps to try to improve matters are welcomed but it must be recognised that all problems will not be solved. There would be a reduction in the operating fleet.
It was proposed by Cllr Nelson that night time is 9 pm to 7 am this was not seconded so the proposal fell.
It was proposed by Cllr Mrs Buckley that night time is 9 pm to 6 am this was seconded by Cllr Nelson a vote was taken with 2 for, 3 against and 1 abstention the proposal therefore fell.
Cllr Horton proposed that Faccenda�s proposal for no night movements be welcomed and that they should give an undertaking that there should be no vehicle movements between 10 pm and 6 am. Also that this should not be circumvented by the use of contract vehicles. This was seconded by Cllr Mrs Buckley and agreed unanimously.
Cllr Nelson proposed and Cllr Mrs Buckley seconded that there be no movement of vehicles after midday on Saturday and none on Sunday. There was some discussion and it was proposed by Cllr Corben and seconded by Cllr Horton that the Faccenda proposals for Saturday and Sunday be accepted but that this should not be circumvented by the use of contract vehicles. The vote was 4 for the proposal with 2 abstentions, the proposal was therefore carried.
Refrigerator noise should be lessened by the use of electric as opposed to diesel and these should not be run between the hours of 9-30 pm and 6.00 am.
It was proposed by Cllr Horton and seconded by Cllr Corben that the proposed road safety measures should be welcomed. Also that it is respectfully suggested that the Traffic Commissioner, the Police and the DCC should work together to help Faccenda achieve its proposals.
Cllr Nelson proposed and Cllr Mrs Buckley seconded an amendment that all contract lorries should be included, the vote for the amendment was 2 for, 3 against with 1 abstention, the amendment therefore fell.
The vote for the original proposal was 3 for with 3 abstentions the proposal was therefore carried.
It was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that the setting up of meetings between Faccenda and the PC should be welcomed. The vote was 4 for with 2 abstentions the proposal was therefore carried.
The chairman thanked everyone present and closed the meeting at 9-35 pm.
The next Parish Council meeting will be September 16th.
