OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY OCTOBER 14th 2003

In attendance:- Mrs D Burt (clerk), Cllr A Campbell (DCC) and 7 members of the public.
1) Apologies Cllr Bignell (NDDC), R Senner (Homewatch).
2) The minutes of the September 16th meeting having been circulated to councillors and notice boards were taken as read. It was proposed by Cllr Frampton and seconded by Cllr Horton that they be signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only none
4) Matters Arising
i) recreation ground
ï¶ Gates ï¿½ these have now been delivered ï¿½ Cllr Frampton and Burt to install.
ï¶ Seesaw ï¿½ via the clerk ï¿½ Mr Senner reported repairs are well in hand and it will soon be ready for shot blasting and repainting. Need to check if Isocyanate, two pack paint can be used.
ï¶ Pavilion door ï¿½ one of the hinges is in need of attention, Mr Stainer has been asked to repair it.
ï¶ Cllr Frampton reported that the Football Club now has a cleaner for the pavilion. (The clerk thanked the FC on behalf of the Youth Club).
ï¶ The RoSPA report on the play equipment has been received, there is some work to be done on the roundabout and the slide. Also included was the accessibility audit in line with the disability discrimination act where a number of shortfalls were highlighted.
ï¶ Cllrs Buckley and Nelson had completed the checklist supplied by Wicksteed regarding disabled access and had found several things that needed to be done to bring the site up to the recommended standard for disabled users. Cllr Mrs Buckley to take both reports to compare.
ii) Bowey Field
ï¶ The RoSPA report on the play equipment indicated some work needed to be done, all wooden equipment needs to coated with a preservative.
ï¶ Cllrs Buckley and Nelson had completed the checklist regarding accessibility for the disabled and found some things that needed attention.
ï¶ The mound of earth left from the excavation of the basketball area which was being used by children to ride bikes, is now not used and causes difficulties with grass cutting. It was proposed by Cllr Trowbridge and seconded by Cllr Frampton that it should be removed, this was agreed.
ï¶ Cllr Frampton suggested that the council think about whether the seesaw, when it is repaired, would be better used if installed at Bowey. It was agreed that both the Youth Club and the School children should be asked their opinion.
iii) Chicken Processing Factory
ï¶ A letter from the Traffic Commissioner had been received with copies of the closing submissions regarding the Vehicle Operators Licence.
ï¶ Via the clerk ï¿½ At the last District Council meeting Cllr Bignell had asked about the re-determination of the planning application for the flume extraction stack. The answer given was that a report commissioned by ï¿½OFCHICï¿½ had raised a number of technical issues which neither the planning nor the environmental health officer was qualified to assess. It was hoped that a report from their consultants would be received shortly.
ï¶ Cllr Trowbridge reported that the application to park lorries at a site at Manston has fallen through.
ï¶ Odour diaries from August ï¿½ October had been received from Mr Senner.

iv) The Pound
The seat donated by Mr & Mrs Armstrong had arrived. The one from Mr Kendall is to be collected. Cllrs Burt and Frampton agreed to lay the concrete bases necessary and fit the seats.
v) Travellers
More have moved onto the sightline verge on the Belchalwell road. DCC have been informed. A further letter has been written to the Police. Via the clerk ï¿½ Cllr Bignell had complained to Mr Evans (DCC) about dogs roaming the village and causing a nuisance.
The Conygar tip site has again been broken into and a large encampment has now set up. Mr Evans was informed, his reply was that they need to be moved on quickly because contract works are about to commence.
The consensus was that a national policy was needed to address the problem.
vi) Extension of 30 mph speed limit
Cllr Campbell (DCC) said that the waiting list for this type of work was long and extra money had been injected to get them completed as soon as possible. Tony Maccle (DCC) is due to visit the village on Thursday he can be asked for an update.
vii) Fiddleford drainage/bridge
The temporary fence is still in place, clerk to follow up with DCC.
viii) Track ï¿½ Fiddleford NFTR ï¿½ item discharged.
ix) Land south of village ï¿½ Okeford Hill see item 10a) planning applications.
x) Council photograph
A mutually convenient day/time will need to arranged. The clerk asked councillors for a few facts about themselves for the website. Discharged.
xi) Speeding vehicles ï¿½ The Hollow
There has been no response from DCC. Cllr Campbell said that Mr Maccle (DCC) would be visiting the site on Thursday.
xii) Footpath 53
The Water Board had now completed repairs to the path.
xiii) Any Other Matters Arising
The clerk had two:- 1) Age Concern ï¿½ there were no comments from councillors.
2) The clerk had contacted auctioneers about their notice in Castle Lane, which was masking the speed limit sign from the village, this has not been remedied.
5) Correspondence
ï¶ Dorset AONB partnership ï¿½ consultation draft management plan comments by Nov 7th. Taken by Cllr Horton.
ï¶ Rev. Philip Rahilly ï¿½ re cemetery ï¿½ PCC will do a detailed check on space, they are not keen to purchase further land.
ï¶ Mrs Clemmey ï¿½ condition of Churchyard ï¿½ copied to PCC.
ï¶ NDDC ï¿½ new recycling promotions officer ï¿½ article for Parish Magazine.
ï¶ Dorset Police Authority ï¿½ notices for recruitment of independent custody visitors.
ï¶ DCC ï¿½ Waste local plan ï¿½ clerk to ask for a copy.

6) Representatives Reports
Via the clerk ï¿½ Homewatch ï¿½ Mr Senner has been in contact with PC Butler who is going to give him a tape for use with the Homewatch group. He has five recruits and is still looking for more via the shop and pub.
Village Hall ï¿½ Cllr Burt reported that they await the planning decision on the extension.
School Governors ï¿½ Cllr Mrs Buckley reported that she was now on the committee dealing with SEN and had a meeting shortly.
DAPTC ï¿½ Cllr Horton reported that he had attended a welcome meeting for new councillors and that the AGM was on Oct 18th.
Youth Club ï¿½ Mrs Burt reported that there are 38 children on the register and that average attendance was 17 to 18 per week. The last meeting of the ï¿½ term will be a Halloween party. A trip is planned in December to Bournemouth to see a Pantomime.
Poor Lands Charity Committee
Cllr Frampton reported that a meeting has been arranged for next month to deal with the Christmas pay outs.
Footpaths Liaison Officer
Cllr Horton reported that Footpath 1 has not been dealt with. Also the steps on Footpath 46 are being washed away ï¿½ he will follow up.
7) District Councillors Report
Via the clerk ï¿½ items not dealt with previously. Cllr Bignell reported that Cllr Campbell had stepped down as Leader of the council and is replaced by Col David Whitehead. He also asked a question about disable parking in Blandford and was told that the council are doing some research on charging and looking at plans to increase disabled bays at March & Ham car park. He also raised concerns about the Shillingstone new school/housing estate planning application.
8) Points from the Public
Mr Loving asked whether the earth from Bowey could be used to make up the bottom of the ditch. The chairman said that he would rather use stone, there some discussion as to whether anything was needed no decision was made.
Mr Gillingham reported that the footpath through Conygar Copse was now blocked by travellers, making it impossible to use. Clerk to write to DCC ROW. (Clerkï¿½s note – Bridleway 54)
9) Financial Matters

It was proposed by Cllr Corben and seconded by Cllr Frampton that these be paid, this was agreed.
The clerk reported that the second half of the precept (ï¿½4600) had been received.
There had been a donation from the Village Hall Management Committee of ï¿½1500 to assist with costs relating to the car park.
The audit completion notice and issues raised had been posted on notice boards and the latter copied to councillors. The auditor wants the asset register to reflect market value for everything including play equipment and seats. It was proposed by Cllr Burt and seconded by Cllr Trowbridge that a letter be written to HLB AV Audit informing them that this is being looked into. It was proposed by Cllr Horton and seconded by Cllr Nelson that the clerk prepares a review of the asset register, this was agreed.
The clerk presented the 1st draft of the 2004/2005 precept amounting to ï¿½9400 an increase of ï¿½200. There was some discussion at which time Cllrs Burt and Frampton declared an interest in that they serve on the VH management committee. Cllr Horton proposed and Cllr Trowbridge seconded that ï¿½500 be added for the VH car park and an additional ï¿½100 for work on Bowey Field ditch, this was agreed. The draft now stands at ï¿½10000, this will be published for discussion at the next meeting. Assuming that the Band D properties remain the same this would mean an increase of approximately ï¿½2 to the council tax.

10) Planning Matters
a) applications (LB)2/2003/9138 ï¿½ Mr & Mrs Hankin, Okeford Cottages, 52 The Cross. Demolish and rebuild wall, replace windows and carry out internal alterations. The chairman called Mrs Hankin who explained that the wall was falling down and needed to be replaced. Cllr Horton proposed and Cllr Trowbridge seconded that the council has no objections this was agreed.
2/2003/0974 ï¿½ Mr S Goddard, 21 Hardy Close, S/N. Land at OS 6961 and OS 6537 rear of Back Lane, Okeford Hill. Erect three agricultural buildings for housing livestock and for storage of machinery and animal feed. (All details had been circulated to councillors prior to meeting). There was much discussion and concern about this application the general feeling was that the buildings would be overdevelopment and create and eyesore in an AONB which forms the backdrop of the village. Cllr Horton said that the District Councilï¿½s own policies would be helpful in any objections made by this council. He also suggested that the application could be called in for a decision by the Secretary of State. It was proposed by Cllr Horton and seconded by Cllr Trowbridge that the council objects to this application on grounds connected with the AONB and over development, the vote was 5 for the proposal with 1 abstention, the proposal was therefore carried.
b) decisions 2/2003/0666 ï¿½ Land at Okeford Hill ï¿½ erect animal feed store. GRANTED
2/2003/0619 ï¿½ Hill View, Okeford Common ï¿½ double garage. GRANTED
2/2003/0792 ï¿½ Land rear of Cloverhayes ï¿½ erect tractor shed. GRANTED
2/2002/0800 ï¿½ Shillingstone Lane certificate of lawful use or development to use land for the production of poultry and for the parking of cars for staff employed at Higher Street premises. APPROVED
c) other Appeal by MJ, CO & AE Yeatman regarding the development of land by the erection of two agricultural workers dwellings at Lowbrook Farm, Belchalwell – Wednesday 17th December at The Pavilion, Castle Lane 10-00am.
11) A.O.B.
The chairman had an item concerning security and proposed that the council go into closed session this was seconded by Cllr Trowbridge and agreed. The public was asked to leave.
12) The next meeting will be on November 11th in The Pavilion, Castle Lane at 7-30 pm. The
clerk had circulated a list of proposed meeting dates for 2004, these would be on the first Tuesday of each month and not every four weeks as previously, there were no objections to this.
