MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY JANUARY 6TH 2004

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC) and six members of the public.
1) APOLOGIES Cllr Campbell (DCC), Cllr C Nelson.
2) THE MINUTES of the December 9th 2003 having been circulated were taken as read. It was proposed by Cllr Frampton and seconded by Cllr Horton that an amendment be made to item 4iv that the name Mr Kemble be changed to Mr Kendall, this was agreed. It was proposed by Cllr Frampton and seconded by Cllr Horton that the amended minutes be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 4 ONLY none
4) MATTERS ARISING
i) Recreation Ground
Cllr Burt reported that he had replaced the broken glass in the floodlight.
Mr Senner reported that the seesaw would be ready for installation when the weather was suitable. It was hoped that the new safety surface could be put down by volunteers. No decision was made as to where it would be finally sited.
ii) Bowey Field
Cllr Horton reported that the bins had not been emptied. Clerk to follow up.
iii) Chicken Processing Factory
A strong smell of disinfectant was reported to have come from the poultry rearing unit in Shillingstone Lane. It was apparently a new disinfectant that won�t be used again.
iv) The Pound
The seat is yet to be fitted. Mrs Calcott reported having put some wood across the front opening to dissuade car drivers using it to turn. The front posts need to be put in when the seat is installed. Cllr Trowbridge has offered some shrubs.
v) Travellers
Awaiting response from DCC about what is going on at the Conygar Tip site but it was reported that equipment is being replaced because the leachate is not flowing properly.

Cllr Horton returned his comments, the chairman requested that the other councillors must be return theirs to the clerk by the end of the week.

5) CORRESPONDENCE
DAPTC � newsletter (distributed), circulars 23-25 re accident book, code of conduct for clerks.

defra � minister for the horse � horse passports by June 2004, possibly creating new bridleways. Relevant details to be put in parish magazine.
Wessex Ridgeway � newsletter. Passed to Cllr Horton.
NDDC � Town & parish liaison meeting minutes. Copy to Cllrs Horton and Buckley.
DCA � Village of the year award information.
Glasdon � confirmation order of seat for Fiddleford.
CAB � change of service at Blandford � information to be put in parish magazine, also request for grant. It was proposed by Cllr Corben and seconded by Cllr Mrs Buckley that �50 be given, this was agreed.
NDDC � Mr Hemming, hedgerow removal notice Pleydells Farm � the response date was so short that only a few councillors were contacted for their views, Mr Hemming said that he had no reason to refuse permission.
NDDC � Mr Hemming, hedgerow removal notice corner of Angers Lane and Darknoll Lane, Banbury Cross. Wessex Water need to make final connection to the water main. There were no objections but the hedge should be reinstated after the work is completed.
Police Partnership Trust � options for actions course Jan 20th Cllrs Burt and Horton to attend.
NDDC � Travel and subsistence allowance
NDDC � advance notice of Civic service Milton Abbey March 31st 2004.
6) REPRESENTATIVE�S REPORTS
Village Hall � Cllr Burt reported that the committee had held the now annual over 60�s tea party which had been enjoyed by all who attended.
Homewatch � Mr Senner reported having had a meeting of coordinators before Christmas, he had been given a video pack which was now going around the group.
Youth Club � Mrs Burt reported that a group of 32 children and adults had been to see the pantomime before Christmas and that the children had been very well behaved.
7) DISTRICT COUNCILLOR�S REPORT
Cllr Bignell reported having attended the Civic carol service at Christmas.
8) POINTS FROM THE PUBLIC
Mr Gillingham said that there was a new deal on bus tickets nationwide but as yet he had no details.
Mr Russell was very concerned about speeding vehicles in Castle Lane especially at around 4-30pm. Clerk to write to Police.
Mrs Calcott reported having had a call from the Adult Education Service, she had given them the clerks name and address.
9) FINANCIAL MATTERS
To pay:-

(The chairman had replaced a broken window in the museum with safety glass)

It was proposed by Cllr Frampton and seconded by Cllr Horton that these be paid, this was agreed.
The clerk reported having received donations of �2 from M Burt for photocopying and �24 from a group of parishioners for use of the Pavilion on New Years Eve.
She had also reclaimed VAT of �454.92.

10) PLANNING MATTERS
a) applications 2/2003/1167 (outline) � RB Snook, Hillside, Back Lane. Demolish existing cottages and outbuildings and erect 4 new dwellings. After some discussion, as this application was similar to the previous one for this site but with one less dwelling it was proposed by Cllr Horton and seconded by Cllr Trowbridge that the council objects to this application on the grounds that it would be overdevelopment and that there is inadequate allowance for a public turning area, this was agreed. It should also be mentioned that the plan shows a newly created agricultural access to be constructed under permitted development to the land opposite the site, the council is concerned about the creation of an additional entrance when one already exists further down the lane.
b) decisions 2/2003/1052 � 14 Castle Ave. erect 1st floor side extension. This was refused on grounds of scale and design.
2/2003/1064 � Brambles, Back Lane. Erect 2 storey rear extension. GRANTED
c) other NDDC regarding tree works at Nutmeg Cottage change of details.
11) A.O.B.
Cllr Trowbridge reported that a shed had been erected in the garden of 4 Castle Lane there was some concern as to whether it encroached on to the building line. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that the clerk writes to the enforcement officer NDDC for comment, this was agreed.
Cllr Trowbridge asked if the surface of Darknoll Lane leading to Banbury Cross could be improved to accommodate cycles, clerk to write to DCC.
Cllr Frampton reported that one of the posts on High Pavement had been damaged, clerk to write to DCC.
12) THE NEXT MEETING will be February 3rd at the Pavilion at 7-30pm.
