MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON DECEMBER 7TH 2004

1) APOLOGIES None
The chairman explained that the Bournemouth University students scheduled at the beginning of the agenda to gauge peoples reaction to �slow� food establishments in the area would now be coming later in the evening.
2) THE MINUTES OF THE NOVEMBER 2ND meeting, having been circulated to councillors and notice boards, were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that they be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY None
4) DECLARATIONS OF INTEREST
Cllr Horton declared an interest in item 12a as a neighbour of a person submitting a planning application.
5) MATTERS ARISING
i) Recreation Ground
x) The chairman reported that a door has now been fitted to the rear of the Pavilion and the building is now secure.
x) The new floodlight fitted to the end of the building is working well and so that design should make a good replacement for the car park lights.
x) Cllr Frampton reported that Dave Frampton would be laying the road hedge at the top of the ground.
ii) Bowey Field
x) An estimate has been acquired to lay a tarmac path in the area of the play equipment of �1865. It was agreed that this needed to be done and the precept would need to be altered accordingly.
x) The chairman reported that Yewstock School was looking for projects for its pupils, it was agreed that he should approach the school to ascertain what level of work was envisaged.
x) The clean-up on November 20th was very successful with councillors, their families and other members of the public joining in despite the atrocious weather. Much was achieved but more needs to be done, more clean-up days to be arranged.
x) The chairman reported that some turf was available to patch the goal mouths, Cllrs Frampton and S Corben to help.
iii) Chicken Processing Factory
The meeting scheduled for December 14th will be attended by NDDC representatives Mr N Fagan (development control) and Mr P Wainwright (environmental health). The chairman asked the council if there were any points to raise, there were none.
iv) Chicken Houses Shillingstone Lane
The reported problem of excessive noise and smell on a weekend in October was caused by a problem with the ventilation equipment which had to be dealt with as soon as possible.
v) Extension of 30mph speed limit
The County Council has now made a traffic regulation order which will come into effect on December 24th.
vi) New Cross NFTR (clerk to follow up)

vii) Community Planning
SturQuest minutes copied Cllr Horton, he cannot attend the next meeting.
Cllr Burt recently attended presentation evening, he reiterated that he has no criticism of the people involved in the partnerships but fears that Parish and Town councils will be seriously affected by the undemocratic nature of them.
A letter of thanks had been received for the council�s comments on the RSS.
viii) Travellers
The clerk had received reports that the Conygar Copse site had been broken into by travellers and had reported this to Mr Evans, DCC. He had checked it out and said that there appeared to be no traveller activity present.
ix) Belchalwell payphone NFTR

xi) Fiddleford Pond Project
A representative from the project team reported that the pond had been cleared but that it had not been the original intention to put a seat there. He said that it was probably not a good idea with the insurance implications. As there appeared to be no other place to put the seat in Fiddleford an alternative site would be found, possible at Belchalwell or a replacement for the one on Okeford Hill.
xii) Recycling
NDDC had replied saying that it was not financially possible to do doorstep recycling over the whole of the parish.
xiii) Nordcat funding
The chairman had spoken with a Nordcat official who confirmed that any amount of donation would be gratefully received.
xiv) Any Other Matters Arising None
6) Parish Boundary Review
� Request from Ibberton Parish Council to move boundary to include the settlement of Belchalwell within Ibberton
The request was initiated by an approach from some residents of Belchalwell to Ibberton Parish Council, Okeford Fitzpaine PC was not aware of the request until mid November when residents of Belchalwell were circulated by NDDC. There had also been circulations from some residents both for and against the move (All correspondence received by the clerk relating to this item had been circulated to councillors prior to this meeting) A meeting had been arranged by a resident of Belchalwell for residents of Belchalwell at Ibberton & Belchalwell Village Hall to which Cllr Campbell (boundary review committee NDDC), Andrea Hussey (democratic services NDDC), Cllr Bignell and representatives from Okeford Fitzpaine Parish Council had been invited. After much discussion it was decided to check with Andrea Hussey what the outcome of the meeting was regarding a poll of all Belchalwell residents as there were conflicting reports. If NDDC was not going to do a poll then the Parish Council should. (Clerk to action)

After some discussion it was agreed to write to each of the residents involved to confirm that they wish the transfer to take place.

8) Representative�s Reports
FLO � Cllr Horton reported that there was a problem with some paths in the area of Southley Farm which he would follow up.
Local Public Transport � in the absence of Mrs Calcott, Mr Gillingham reported on alterations to bus and train timetables, these could be found in the shop.
School Governors � Cllr Mrs Buckley conveyed concerns about road safety outside of the school and asked whether the PC could assist. (Clerk to follow up with DCC)
9) District Councillor�s Report
Cllr Bignell reported that NDDC would be discussing the licencing policy shortly.
He also reported that Mr Muir who owns a piece of land adjacent to the recreation ground has approached the District Council. The Chairman said that the District Council leader had spoken to him about the subject and there was a possibility that Kevin Morris (conservation officer) may wish to attend the next meeting.
The travellers on Fifehead Common have been offered a temporary site.
There is likely to be an application for wind turbines at Winterborne Houghton in the New Year.
Signpost Housing Association has warned that there is a possibility that some sheltered housing may have to close.
10) Points from the public
via the chairman � there have been several complaints about dog mess in Lower Street and the area by Fippenny Garage. After some discussion it was agreed to write to NDDC to request bins for Chapel Green and near the
footpath adjacent the garage.
Mr Squires from Fiddleford reported a problem with a footpath. (Cllr Horton to liaise)
Mrs Challis asked if Wessex Homes had been informed about the Shillingstone Lane closure the chairman said that DCC should inform all companies concerned.
11) Financial Matters
A request had been received from ND Citizens Advice Bureau for funding. It was proposed by Cllr R Corben and seconded by Cllr Mrs Buckley that �50 be given, this was agreed.
The clerk reported having received a donation of �2.80 for photocopying.
Precept 2005/06 � Cllr Burt proposed and Cllr Trowbridge seconded that a further �500 be added to help with the cost of the installation of a tarmac path at Bowey, this was agreed.

NDDC has informed us that the number of band D equivalent properties is 373.7 which will mean at the increased precept of �10500 a sum of approx �28.10 will be levied as the Parish Council�s share of the council tax. It was proposed by Cllr Horton and seconded by Cllr Frampton that final figure for 2005/06 should be �10500, this was agreed.
12) Planning Matters
a) applications 2/2004/1156 � Mr & Mrs Gibbs Banbury Cross. Erect Farmhouse. It was proposed by Cllr Horton and seconded by Cllr Frampton that the council objects to the application on the grounds of sporadic development as no case had been submitted, this was agreed. (Clerk�s note � it was subsequently found that this was a reserved matters application and that the council had not objected to the outline application which was granted in 2002).
2/2004/1179 � Mr & Mrs Mott, Primrose Cottage, Belchalwell. Erect two storey extensions. This is a reapplication following the withdrawal of app no 2/2004/0986. It was proposed by Cllr Horton and seconded by Cllr R Corben that there be no objection to the application but that a condition be added to remove permitted development rights on the south east extension to prevent installation of windows at first floor level which would overlook neighbouring property, this was agreed.
2/2004/1200 � Mr & Mrs Bradley, 17 Bowey. Erect rear conservatory.
Cllr Horton reported that NDDC had implied that a footpath was affected by the application but this was not the case. He then declared an interest and left the room.
It was proposed by Cllr R Corben and seconded by Cllr Trowbridge that there be no objection to this application, this was agreed. Cllr Horton returned.
2/2004/1222 � Mr & Mrs Snook, Garlands Farm. Convert outbuilding to holiday accommodation, erect garages, store and pool enclosure, demolish redundant outbuildings, form vehicular access. It was proposed by Cllr Horton and seconded by Cllr Trowbridge that the council objects to this application but that it be noted that there was no objection to the holiday accommodation part of the application but that the other part would be urbanisation of the site and create a detrimental impact on the skyline, this was agreed.

Notice of appeal by Mr C Norton against the decision of NDDC to refuse the erection of 1 house at Pleydells Farm, Higher Street.

The chairman thanked everyone for attending the meeting and invited them to join him and the clerk in a pre-Christmas drink. The meeting closed at 9-36pm.
The Bournemouth University students then introduced themselves and asked those present to fill in a questionnaire about �slow� food outlets and local produce.
