MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON JANUARY 4TH 2005

Also present:- Mrs D Burt (clerk), Cllr M Bignell (NDDC) and four members of the public.
1) APOLOGIES Cllr Frampton (working). Cllr Bignell would be a little late arriving.
The chairman asked everyone to stand in silence for a minute to remember the victims of the earthquake and tsunami in S E Asia.
He then announced that there would be a fund raising event for the DEC Appeal in the Village Hall on January 22nd. The council itself is legally unable to donate money to such an appeal.
2) THE MINUTES OF THE DECEMBER 7TH meeting, having been circulated to councillors and notice boards, were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr R Corben that they be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY NONE
4) DECLARATIONS OF INTEREST
Cllr Horton declared an interest in item 12a as an acquaintance of a planning applicant.
5) MATTERS ARISING
i) Recreation Ground
x) The chairman reported having repaired the guttering on the pavilion.
x) Cllr Corben reported that there was a problem with moles damaging the ground. Cllr Burt said he had some traps.

iii) Chicken Processing Factory
The first of the reinstated quarterly meetings with Faccenda and NDDC took place on December 14th notes will be circulated to councillors shortly. Faccenda has applied for a IPPC licence and have had talks with the Environment Agency about things that need to be done. It was thought that a decision should be forthcoming by mid January. NDDC will probably be considering the planning application for the extraction stack at the end of January. Faccenda feels that the stack is complying with the IPPC but the effluent tanks will need modifications to comply. Cllr Trowbridge said he was disappointed that further equipment will probably not be installed in the stack and the height reduced. Cllr Horton said that the consultants say that the extra equipment is not necessary to comply with IPPC but the Environment Agency will determine if any additional equipment is needed. iv) Chicken Houses � Shillingstone Lane
At present the rearing units are not covered by the IPPC but intensive farms may have to go through the process in the future.

Cllr Horton, for clarification said that the Higher Street factory and the rearing units were owned by the Faccenda Group but were operated as separate businesses. The factory office will take complaints about both operations.
v) Extension of 30 mph speed limit
The order came into force on December 24th but the signs have not yet been moved. Clerk to follow up.

Notes of the Parish and Town Council liaison meeting had been received.
Cllr Burt reported that he would be attending a steering group meeting on January 25th.

The chairman reported that the new sign had now been put up. The council had agreed in July 2004 that a payment of �100 from the s137 budget be made to assist with the cost. This will be paid as soon as verification of payment is received from Mr Jackson.
xi) Fiddleford Pond Project
The only thing remaining is the relocation of the seat. The seat on Okeford Hill needs to be inspected, if there is a need for it to be recovered then this could be a replacement. The clerk had heard nothing from Belchalwell.

Housing Needs Survey
The clerk had circulated the model survey and the possible additional questions. After some discussion it was decided not to add any further questions.
6) PARISH BOUNDARY REVIEW
The clerk had produced ballot papers for electors of Belchalwell using the December 2004 list of electors supplied by NDDC. Closing date for returns was January 4th, there was a 75.9% response showing 21 electors wishing to remain within the parish and 19 wishing to transfer to Ibberton. After some discussion it was proposed by Cllr Horton and seconded by Cllr R Corben that the Parish Council supports the majority view and object to the Ibberton proposal, this was agreed.
The clerk had produced ballot papers for electors of the three properties near to Fifehead Neville Parish Meeting using the December 2004 list of electors supplied by NDDC. Closing date for returns was January 4th, there was an 85.7% response showing 4 electors wishing to remain within the parish and 2 wishing to transfer to Fifehead Neville. After some discussion it was proposed by Cllr R Corben and seconded by Cllr Mrs Buckley that the Parish Council supports the majority view and object to the Fifehead Neville proposal, this was agreed.

8) REPRESENTATIVE�S REPORTS
Footpath Liaison Officer � Cllr Horton reported that he had spoken with Mr Ackerly DCC ROW who agreed to organise a work party to install a stile near one of the gates obstructing a footpath at Fiddleford this had not yet been done. He will contact Mr Ackerly again to follow this up and the problem of the other gate.
Mr Ackerly had asked about FP 53 and Cllr Horton had given him information from the council files.
DAPTC � Cllr Burt reported having attended the Parish and Town Liaison meeting with NDDC. Both Okeford Fitzpaine and Stalbridge had asked that community planning be placed on the agenda but as Janet Rees had made a short presentation about the subject the chairman refused to follow the agenda. Some council representatives were very unhappy about this and one left in protest.
Only 4 out of 19 councils in the area have representatives on SturQuest and many of those other 15 had asked Cllr Burt to call a meeting to discuss the issues surrounding partnerships. After some discussion it was proposed by Cllr Trowbridge and seconded by Cllr Horton that this council should get in touch with those councils and arrange a meeting, this was agreed.
Youth Club � Mrs Burt reported that the new term starts on January 10th. Just before Christmas the club took a group of 35 children and adults to the pantomime at Bournemouth. The weekly attendance fluctuates between 18 and 24 but more than this may be a problem as there are only 4 regular volunteers.
9) DISTRICT COUNCILLOR�S REPORT
Cllr Bignell reported that he had asked for details of failed bids for the Liveability fund to be published to assist potential applicants. He also said that villages with a plan and which are cooperating with the partnerships get more points awarded if applying for a grant.
He had asked why the New Cross problem had been overlooked for so long.
He had received a letter from Mr Adams of Signpost HA saying that the housing at Winterborne Stickland would not be lost.
NDDC are considering giving money from reserves to the tsunami earthquake appeal. The chairman said directions from the DAPTC say that it is unlawful for councils to use money for such appeals.
Cllr Mrs Buckley apologised and left the meeting at 9.05 pm.

Mr Gillingham gave a report on the SW train service and bus services, he had put new timetables in the shop.
11) FINANCIAL MATTERS

It was proposed by Cllr Horton and seconded by Cllr S Corben that these be paid, this was agreed.
It was proposed by Cllr Trowbridge and seconded by Cllr Horton that the clerk pay the Post Office �100 when verification is received, this was agreed. (See item 5x)
12) PLANNING MATTERS
a) applications 2/2004/1306 � Mr & Mrs Faraday, Downs Cottage � erect two storey rear extension, demolish existing garage and replace with double garage.
Cllr Horton declared an interest in that he is acquainted with the applicants.
It was proposed by Cllr Horton and seconded by Cllr R Corben that there be no objection to this application but that a note be attached saying that it would be an advantage if the entrance to the property could be improved as there is a danger to road users. This was agreed.

c) other A copy had been received of the final version of �Re-use and adaption of rural buildings in the countryside: supplementary planning guidance�. Taken by Cllr Horton.
From NDDC � a letter concerning the development of Henstridge Airfield.
Cllr R Corben asked what the decision was for the proposed housing at Highbench. (Clerk to follow up)
13) A.O.B.
Cllr S Corben was concerned about the amount of litter around the village. Item to be put in Parish Magazine.
The chairman reported having tried to contact Kevin Morris (NDDC) about the piece of land adjacent the recreation owned by Mr Muir. Cllr Bignell said that Mr Muir had offered it to NDDC if the problem with access could be sorted out, Mr Muir still wants access across the recreation ground even though an access already exists elsewhere.
14) THE NEXT MEETING will be Tuesday February 1st at the Pavilion, Castle Lane at 7-30 pm.
There being no further business the chairman closed the meeting at 9-38 pm.
