MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON SEPTEMBER 6th 2005

1) APOLOGIES Cllr E Horton (at standards board conference), Cllr Bignell (NDDC), Cllr Mrs H Cox (DCC).
The chairman asked for nominations for a vice chairman for the meeting. It was proposed by Cllr R Corben and seconded by Cllr Mrs Buckley that Cllr Trowbridge fill the post for this meeting, this was agreed.
2) THE MINUTES OF THE AUGUST 2ND MEETING having been circulated to councillors and notice boards were taken as read. It was proposed by Cllr Mrs Buckley and seconded by Cllr R Corben that they be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY none
4) DECLARATIONS OF INTEREST
Cllr Burt declared an interest in two applications at item 6a.
5) MATTERS ARISING
i) Recreation Ground
Cllr Trowbridge reported having had a hand delivered letter (also delivered to others in the village) from Mr Muir asking for support for a right of way across the recreation ground to his land. The clerk had not received a copy. The chairman said that in the past the council had refused his request as he had already got a private access and that this decision still stands.
ii) Bowey Field
The clerk reported that Signpost Housing Group had awarded a grant of �250 towards the tarmac path project to aid wheelchair and pushchair/pram users. The presentation will be on Thursday 8th.
It was proposed by Cllr S Corben and seconded by Cllr Mrs Buckley that the work should be started as soon as possible, this was agreed.
The chairman reported that the catch on the pedestrian gate (estate side) had broken and that he had replaced it with the catch from the vehicle gate.
He also reported that a new gate was needed on the Lower St side, he would price metal ones.
iii) Chicken Processing Factory
Copies of a letter from a resident complaining about smells and NDDC had been received.
Cllr Mrs Buckley said that the offal lorry emitted a bad smell. The chairman said that there was still a need for odour diaries to be filled in.
A letter had been received from NDDC saying that a permit had been issued by the Environment Agency under the provision of the Pollution Prevention and Control Regulations in respect of the premises at Higher Street and the associated effluent treatment plant in Shillingstone Lane. All complaints, enquiries etc relating to the premises should now be directed to the EA at Bridgewater. The letter had also been sent to all complainants.
Clerk to invite a representative from the EA to attend the next liaison meeting.

iv) Chicken Houses � Shillingstone Lane
Smells were reported over the last few days, this is probably due to the chickens coming up to completion.

vi) Community Planning
A copy of SturQuest minutes had been received (copied to Cllr Horton).
Also received, Rural Spacial Strategy update.
A reply from David Webb (DAPTC) having looked at a copy of the SturQuest constitution agreed that it was a strange document.
vii) Seat
The chairman would meet with DCC to confirm exact siting of the seat at Fiddleford.
viii) Housing Needs Survey NFTR
ix) Orchard Close Item discharged.
x) Parish Boundary Review
A reply had been received from NDDC saying that the final decision should be made by the end of the year and finalisation would probably be by February 2006.
xi) Trafalgar weekend October 21st-23rd
The clerk reported that we are awaiting details of the lighting time of the Beacon. It was agreed that the bar and barbecue should start at around 7-30pm at the recreation ground.
Cllr Mrs Buckley said she would now approach the School again about a painting competition, PC to provide prizes.
xii) Subsidence � Castle Lane
The chairman would look at the repairs carried out.
xiii) Shillingstone Lane speed limit
The chairman, vice chairman and clerk had met with Mr Bradley (DCC). Subsequently he had recommended that the limit be extended to include the entrance to Wessex Park Homes and consultation letters had gone to the Police, District Council and Mrs Cox (DCC).
xiv) Subsidence � Shillingstone Lane
A reply had been received from DCC saying that the work was now complete. However it was reported that more work was being carried out on the road.
xv) Shillingstone Lane sign
The clerk reported that NDDC had ordered a replacement sign.
xvi) Any Other Matters Arising
The clerk reported having written again to DCC about the deployment of a Speed Indicator Device on Castle Lane. A reply had bee received saying that the partnership had not deployed the SID because of a health and safety issue. The post is to be moved closer to the entrance to the Recreation Ground and the partnership will then be instructed to put the site on their waiting list.
The chairman proposed that the PC writes to DCC to express dissatisfaction at the situation and continue to push for a SID of our own, this was agreed.
6) PLANNING MATTERS
(Cllr Horton had looked at the first two applications and made notes for the councillors consideration)
a) applications 2/2005/0806- Mr & Mrs M Burt, Hartcliff Farm. Erect single storey extension.
(Cllr Burt declared an interest and left the room, Cllr Trowbridge took the chair)
It was proposed by Cllr R Corben and seconded by Cllr Frampton that there be no objection, this was agreed.

2/2005/0821 � Fiddleford Mushrooms. Erect 6 polytunnels and extend existing packaging building on part OS5616 & 6017 Angers Lane, Fiddleford. There had been some correspondence from Sturminster Newton Town Council and Broadoak Residents Association objecting to the proposal. Mrs Gibbs from Fiddleford Mushrooms, her agent, members of the Residents Assoc.

and a representative from S/N TC gave views and after some discussion it was proposed by Cllr Frampton and seconded by Cllr Trowbridge that there be no objection, a vote was taken the result was 5 in favour and 1 against, the proposition was therefore carried.
2/2005/0882 � Miss E West, West Oke Farm. Station temporary agricultural workers mobile home. The site is part way up Okeford Hill on the south side of the road.
(Cllr Burt declared an interest in that he owns the neighbouring property)
The mobile home is a precursor to the further development of a sheep farming unit. The application is potentially sensitive and had only been received the day before the meeting, there was a lot of information such as business plans etc to read through and it was suggested that the clerk try to get an extension to the date by which comments should be returned to NDDC. If this was not possible a special meeting would have to be called to discuss it.
b) decisions 2/2005/0662 – Nutmeg Cottage, Higher St. Erect building to enclose swimming pool, boiler and changing facilities. GRANTED
2/2005/0617 � Barkhill View, Garlands Lane. Erect garden room on southern elevation (instead of bay window approved 2003/0836). GRANTED.
2/2003/0402 & LB2/2003/9049 � Earls Farmhouse, Belchalwell. Carry out internal and external alterations to outbuilding accommodation. GRANTED.
c) other appeal by Mr Teversham against NDDC�s refusal for 2 storey side extension to 14 Castle Ave.
2/2005/0052 � Wessex Park Homes to be considered on September 13th at 10 am. It was propose by Cllr R Corben and seconded by Cllr Mrs Buckley that the chairman and or Cllr Horton attend, this was agreed.
7) CORRESPONDENCE
� DAPTC � newsletter (circulated to Cllrs), circular 12 community resources for use in emergencies, survey of premises. �Pointers to good practice� booklet a guide for town and parish councils. (passed to Cllr Mrs Buckley)
� NDDC �licensing changes for Fiddleford Inn and Royal Oak these were circulated to Cllrs, there was only one concerned comment that councillor then made her own representation.
� CAB � annual request for funding. Cllr Burt proposed and Cllr Corben seconded that a donation of �75 be made, a vote was taken the result was 5 in favour with 1 abstention the proposition was therefore carried.
� Sturminster Newton Town Council � bio ethanol plant at Henstridge Airfield (copied to Cllrs)
� Wessex Grain Ltd � about a bio ethanol plant at Henstridge Airfield (copied to Cllrs)

� DCC � road safety. Following approaches from two parishioners about speeding vehicles DCC suggested a leaflet/letter drop to local residents warning of the dangers of speeding combined with a period of enhanced Police enforcement. Clerk to contact DCC to find out whether there are any previous campaign posters which could be used for the notice boards and put in the parish magazine. Also write to Police to assist.

8) REPRESENTATIVE�S REPORTS
Village Hall – Cllr Burt reported that work on the extension was not progressing as quickly as he wanted, the steels had still not been delivered. He had met with the building inspector and discussed the drains to be moved. Also the gas meter will have to be moved.
Youth Club � Mrs Burt reported that the youth leader who had been interviewed had decided not to take the post so the club which started the Autumn term on Monday was still running with volunteers only.
9) DISTRICT COUNCILLOR�S REPORT
via email � Cllr Bignell reports that NDDC has agreed a revised budget following capping, has deferred certain appointments and re-gigged the recycling process. He had proposed that the Cabinet Members hand back their Responsibility Allowances rather than reserves be raided. This was not carried (19:10 against) because the Cabinet were allowed to vote on the issue. The August 26th meeting was cancelled because of lack of business. Licensing is busy sorting applications under the new Licensing Act. One pub has been granted a 24 hour license because no one objected.
10) POINTS FROM THE PUBLIC
Mr Gillingham outlined information about bus services.
11) FINANCIAL MATTERS

It was proposed by Cllr R Corben and seconded by Cllr Frampton that these by paid this was agreed.
12) A.O.B.
Cllr Trowbridge reported that the roots of the lime trees in Castle Ave had damaged the pavement and were causing a trip hazard. DCC to be informed.
13) THE NEXT MEETING will be on October 4th at The Pavilion, Castle Lane and start at 7-30 pm. There being no further business the chairman closed the meeting at 9-35 pm.
