MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON JANUARY 3rd 2006

Also present:- Mrs D Burt (clerk), Mrs S Parry, Cllr M Bignell (NDDC) and 3 members of the public.
1) APOLOGIES none
2) THE MINUTES OF THE DECEMBER 6th meeting, having been circulated to councillors and notice boards, were taken as read. It was proposed by Cllr R Corben and seconded by Cllr Horton that they be signed by the chairman, this was agreed.

5) MATTERS ARISING
i) Recreation Ground
� Cllr Horton reported having spoken to Mr Senner who informed him that the seesaw was in storage awaiting final painting and would be back before the Spring.
� The chairman reported that the roundabout was still awaiting repair.
� The sheets of wood are awaiting removal.
� Cllr S Corben reported that a door lock had been replaced and paid for by the Football Club.
� The clerk reported that the relevant application forms for work on the oak trees had been sent to NDDC and a reply had been received saying that work can be carried out after January 27th unless notified by them otherwise.
� The chairman reported that the 3 point linkage on the tractor had broken and the FC had located 2 new arms at a cost of �50, he had now fitted them.
� Cllr S Corben reported that he believed that the Pavilion had been entered on several occasions and that the toilets and showers had been used, this was confirmed by other councillors. The doors will be inspected to ensure they are working properly but a price for new doors will be obtained. The Police will be informed.
ii) Bowey Field The chairman reported having collected the new gate for the Lower Street entrance.
iii) Chicken Processing Factory
Cllr Mrs Buckley was concerned that persons she believed to be factory workers were walking to and from the Shillingstone Lane site in the dark with no high visibility clothing.

viii) Housing Needs
An email had been received confirming that any exchanges to a rural exception site would be subject to the same local connection conditions.
Cllr Trowbridge was concerned that the Parish Council should have an input into any development that might go ahead in Castle Lane. It was agreed that the clerk writes to Mr Pinkney asking that the PC is fully consulted and informed before any planning application is submitted to NDDC.
The chairman said again that he felt that a Village Plan was needed and asked the clerk to book a date in February at the Village Hall so that a meeting of people interested could take place. It was agreed that the process would probably take a year to complete but this shouldn�t affect the current possible development.

A reply had been received from DCC saying that because of the possibility of further theft of the device it would not be replaced. The clerk was asked to respond stating the council�s dissatisfaction with the situation.
xii) Belchalwell Items
A reply is awaited from DCC regarding responsibility for gritting.
The council�s insurance company said that there would be no problem with supplying a grit bin permanent or temporary as long as it was secured in place.
A further email had been received from the Belchalwell resident saying that they were grateful for the temporary bin which had been put to use in recent bad weather.
xiii) Abandoned vehicle � Village Hall Car park The vehicle has now been removed.

The chairman reported having attended the Pest Liaison Group seminar which was dealing mainly with fly problems and that he found it very informative he also attended a subsequent meeting at NDDC.
6) PLANNING MATTERS
a) applications 2/2005/1170 Mrs Blanden, 3 Nether Mead. Demolish garage, erect two storey extension. After some discussion it was propose by Cllr R Corben and seconded by Cllr S Corben that there be no objection, a vote was taken and 4 were in favour with 3 abstentions, the proposition was carried. Cllr Horton suggested that a condition removing permitted development rights from the first floor west elevation be placed if the application were to be approved, this was agreed.
2/2005/1236 Ms Dubock, Bovington. Station temporary mobile home for agricultural worker (retrospective) on land at Banbury Hill OS1800 Broad Oak. After some discussion it was proposed by Cllr Horton and seconded by Cllr Frampton that there be no objection, a vote was taken and 3 were in favour of the proposition, 2 objected and 2 abstained, the proposition was carried. Cllr Horton suggested that a condition for a 3 year temporary period be placed if the application were to be approved, this was agreed.
2/2005/1237 Ms Dubock, Bovington. Erect 1 agricultural building for livestock, storing fodder and equipment, land at OS ST379112 south of Angers Lane, Broad Oak. After some discussion it was proposed by Cllr Horton and seconded by Cllr Frampton that there be no objection, a vote was taken and 3 were in favour of the proposition, 2 objected and 2 abstained, the proposition was carried.
b) decisions 2/2005/9162 (LB) and 2/2005/1041 � Rosehill, 89 Higher St. Demolish existing conservatory carry out internal alterations erect single storey extension. GRANTED.
7) CORRESPONDENCE

� NDDC � HEAT project information on grants for insulation � in parish magazine
� NDDC � (circulated to Cllrs prior to the meeting) waste management had received letters of complaint about the lorry which empties the recycling banks at the Village Hall car park and asked if they could be relocated. (Cllr Burt declared an interest as being the chairman of the Village Hall management committee). There was much discussion about the need for the banks and safety of people using them and it was generally felt that the recreation ground would be unsuitable for many reasons not least the lack of footway to it. It was proposed by Cllr S Corben and seconded by Cllr Trowbridge that a reply be sent to NDDC saying that the PC wished the banks to remain in the Village Hall car park, this was agreed unanimously.

8) REPRESENTATIVE�S REPORTS
Village Hall � Cllr Burt reported that the steels had now arrived and work should be started soon, weather permitting. He reported that a pipe had burst in the recent cold spell and thanked the Bowls Club for clearing up the mess created.
Homewatch – Cllr Horton reported that he would act as a contact until the end of February.
Poor Land Charity Committee � Cllr Frampton reported that �225 had been shared between 15 people before Christmas.
Football Club � Cllr S Corben reported that the teams were doing well and the club was flourishing.
9) DISTRICT COUNCILLOR�S REPORT
Cllr Bignell reported on his concerns about the budget and the possible cuts to non statutory services, the voting will take place in February.
Cllr Trowbridge asked if Cllr Bignell could explain about some of the things planned to be cut particularly transport passes, Cllr Bignell said that some money was coming from Government for passes but the list was done in Cabinet so he didn�t have the answers.

It was proposed by Cllr R Corben and seconded by Cllr Horton that the above be paid, this was agreed.
� In light of NDDC�s �Tough Choices� letter and a subsequent letter from the Financial Services Manager extending the date when the precept requests should be received at NDDC, the figure agreed at the December meeting had been held back, the receipt date was now January 27th. After a lot of discussion and minor changes it was proposed by Cllr Horton and seconded by Cllr Mrs Buckley that the updated figure of �11220.00 be applied for unless a further meeting is held when information is received from NDDC explaining all the proposed cuts to its budget and what this council could do to assist, this was agreed.
� There was further discussion about the problems faced at NDDC following its capping but without the full details of possible savings and the ways in which parishes could help, little could be done. It was agreed that a further extension be asked for so that the requested information could be part of a meaningful discussion by the council at the February meeting.
� The new clerk�s pay and contract were discussed and it was agreed that the chairman and vice chairman should go through and amend the new draft from NALC and a copy be given to Mrs Parry for her comments before she starts work. (Cllr Burt declared an interest in that he is married to the existing clerk) As the financial year will shortly be ending he felt that the existing clerk should be asked to finalise the accounts and be paid for work done. It was proposed by Cllr Horton and seconded by Cllr R Corben that the clerk is paid for any work done after she finishes at the end of January, this was agreed.
� A donation of �10 has been received from T.O.P.S.
� The clerk reported that she had received no tenders for grass cutting the closing date is January 30th.
12) ANY OTHER BUSINESS
Cllr Trowbridge reported that the Bowls Club in association with the Lions Club had collected �336 when �Father Christmas� has visited Okeford in December, the Sturminster Lions are matching this amount for the Village Hall extension.
The clerk said that as this was her last meeting she would like to thank the councillors for the support shown to her whilst working for the council. Cllr Trowbridge responded by thanking her for her work.
13) THE NEXT MEETING will be February 7th at the Pavilion, Castle Lane at 7-30 pm. The chairman thanked everyone and closed the meeting at 10 pm.
