MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILLION ON FEBRUARY 7TH 2006

1) THE APOLOGIES Cllr M Bignell (NDDC), Mrs H Cox (NDCC)
2) MINUTES OF THE JANUARY 3RD meeting, having been circulated to councillors and notice boards, were taken as read. It was proposed by Cllr R Corben and seconded by Cllr Frampton that they be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY NONE
4) DECLARATIONS OF INTEREST Cllr M Burt declared an interest in item 11i
Cllr Mrs A Buckley declared an interest in planning matter 6a
5) MATTERS ARISING
i) Recreation Ground
: The break-in at the Pavilion has been reported to the Police, Crime Prevention Officer met the chairman on February 3rd to discuss options.
: Quote for 2 new doors received �1531.00
: Chairman to contact tree surgeon to carry out work on oak trees.
: Cllr S Corben reported that rubbish had been removed.
ii) Bowey Field Letter from S.H.G wanting to know progress of project, replied project not yet started.
iii) Chicken Processing Factory Quarterly liaison meeting arranged for February 22nd at 10am, Environment Agency and Mr N Fagan (NDDC) invited.
Any questions/comments to be submitted to the Clerk prior to meeting.
iv) Chicken Houses Shillingstone Lane NTR
v) New Cross The chairman said that the 1973 report by DCC stated that the village is disadvantaged by access road, and will write to DCC ref Castle Lane and Shillingstone Lane.
It was also reported that the road surface was slippery at New Cross.
vi) Community Planning Letter re: Unelected bodies � Standards Board, respond to consultation paper by 11th February Proposed by Cllr R Corben Seconded by Cllr T Horton. Consultation paper copied to Frank Spencer (DAPTC). The chairman explained that unelected bodies are not covered by the Code of Conduct and is still awaiting a response from the ODPM regarding allocation of funds, he has also asked Robert Walter MP for4 his assistance.
15th February, 7.30pm meeting at Village Hall to discuss possibility of new parish plan presentation by Simon Thompson from Dorset Community Action, previous Parish Plan completed in 1985. Cheque presentation from the Lions Club and Short Mat Bowls Club to be presented to Village Hall extension fund.
vii) Fiddleford Seat To be installed as soon as possible.
viii) Housing Needs Two emails have been received from Martin Pinkney from the Signpost Group regarding a footpath directly to Recreation Ground, a reply was sent to Mr Pinkney that the Parish Council are awaiting plans for housing before taking matters further.
ix) Parish Boundary Review. Due from NDDC in February.
x) Shillingstone Speed Limit. NFTR

xi) SID Castle Lane. Letter and E-mail received, the post has been reinstalled, SID to be replaced at a letter date.
xii) Belchalwell Items. A response was received by John Mann (DCC) ref; Road Gritting.
An e-mail received from a resident, thanking Parish Council for the use of a gritting bin.
Cllr M Burt will recover dustbin when the weather improves.
xiii) Travellers Several letters of complaint have been written to DCC in the previous month by residents.
xiv) Any Other Matters Arising. Non football related event, Cllr R Corben and Cllr S Corben, declared an interest. 60th Wedding Anniversary celebration of Mr & Mrs H Corben, it was agreed that due to Mr & Mrs Corbens contribution to the Football Club over the years, that there be no objection to the bar being used for a non football related event. As this is a special case.
Individual cases to be brought before Parish Council, this was agreed unanimously.
6) PLANNING MATTERS
a) Applications D E Selby , Fromdeg, 11 Fippenny Hollow, to carry out following tree work, Leylandii-Fell, Cypress-Fell, Ash-reduce height by 2 metres, it was proposed by Cllr B Trowbridge and seconded by Cllr R Corben that the tree officer was to make the final decision, all agreed.
Mr Buckley, 74 The Cross, to carry out following tree work, Birch-Fell to Stump, (Cllr Mrs Buckley declared an interest and left the room) it was proposed by Cllr R Corben and seconded by Cllr A Frampton to defer the decision until the weekend when all Councillors will view said Birch Tree, and forward comments to Cllr T Horton, all agreed.
2/2006/027 Mr & Mrs Ive, 31 Nethermead, erect single storey rear extension, no objections, approved proposed by Cllr A Frampton seconded Cllr T Horton.
2/2006/0054 Mr J Rickets, Brambles, Backlane, erect single detached garage, no objections, approved proposed by Cllr T Horton seconded Cllr R Corben.
2/2006/0095 Mr Goddard, Land at Okeford Hill, Application for certificate of lawfulness to erect bunds as a means of enclosure. After some discussion it was proposed by Cllr T Horton and seconded by Cllr Mrs S Buckley that a site visit with (NDDC) be requested and support sought from the (ANOB), all agreed.
2/2006/0132 Mr & Mrs Wood, Nutmeg Cottage, erect building to enclose swimming pool, boiler and changing facilities (amendment to 2/2005/0662), no objections proposed by Cllr A Frampton seconded Cllr T Horton. All agreed.
2/2006/0142 Mr & Mrs Gibbs, Mousseron, Banbury Cross, Angers Lane, renewal of planning permission 2/97/0034 for residential mobile home, no objections proposed by Cllr R Corben seconded Cllr A Frampton, all agreed.
b) Decisions 2/2005/1083, Mr M Street, Garden of 9 Castle Avenue, to erect dwelling and garage, (revised scheme to the previously approved 2/2002/0699) REFUSED.
2/2005/1170, Mr & Mrs Blanden, 3 Nether Mead, Erect two storey extension (demolish existing garage). REFUSED.
c) Planning Other NDDC � confirmation of postal address for development at Okeford Hill, Westoke Farm.
– NDDC notice of consideration of Wessex Park Homes application January 27th,(meeting attended by Cllr M Burt and Cllr T Horton).

Nothing to report no e-mails received due to server failure.
10) POINTS FROM THE PUBLIC
A resident enquired about new housing development, the chairman explained that a Housing Needs Survey had taken place that indicated a need for low cost housing. Signpost Housing Association is currently negotiating with NDDC and land owners with a view to building approximately 12 houses for rent, no decision has yet been made.

It was proposed by Cllr Mrs S Buckley and seconded by Cllr T Horton that the above be paid, this was agreed.
The clerk asked if the council wished to continue the arrangement at 60 Greenhayes re parking and access. It was agreed that letters be sent out requesting payment for the coming year. A request for payment for access to garage for 62 Greenhayes also to be sent.

– BDO Auditors new address.
– Letter to be sent to TIC Blandford, unable to contribute at this time, but will consider this matter in next budget.
– NDDC Budget-Not sufficient information, Cllr M Burt to draft letter, proposed by Cllr M Burt, seconded Cllr T Horton, all agreed.
– New Clerk Samantha Parry to sign Job Description and Contract, proposed by Cllr Mrs S Buckley seconded Cllr S Corben, all agreed.
– Mrs D Burt Gratuity Payment (Cllr M Burt declared an interest and left the room) taxable bonus to be discussed further at next meeting.
12) ANY OTHER BUSINESS The chairman reported that Dr Prior would soon not be able to use the house he currently uses as a surgery in the village. He had asked whether the PC wished him to continue at a different location. The council agreed that they did not wish to lose this service and after discussing several options decided to offer him the use of the Village Hall.
13) THE NEXT MEETING will be March 7th at the Pavilion, Castle Lane at 7.30pm. The chairman thanked everyone and closed the meeting at 10.10pm.
