MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILLION ON MARCH 7TH 2006
Present:- Cllr M Burt (chairman)

Cllr B Trowbridge(Vice Chairman in Cllr E Horton absence) proposed by Cllr S Corben and seconded by Cllr Mrs S Buckley.
Also present:- Miss S Parry (clerk) and 5 members of the public.
1) THE APOLOGIES Cllr E Horton (Meeting) Cllr A Frampton (Working),

2) MINUTES OF THE FEBRUARY 7TH meeting, having been circulated to councillors and notice boards, were taken as read. It was proposed by Cllr B Trowbridge and seconded by Cllr S Corben that they be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY NONE
4) DECLARATIONS OF INTEREST Cllr M Burt declared an interest in item xiv as Chairman of the Village Hall committee. Cllr S Corben declared an interest in item 6a 2/2006/0194 as the applicant is his employee.
5) MATTERS ARISING
i) Recreation Ground Cllr S Corben stated that there have been no un-authorised entries reported, since the last meeting.
ii) Bowey Field Path to be started as soon as possible
iii) Chicken Processing Factory Quarterly liaison meeting held on February 22nd at 10am, once the draft notes have been cleared by the relevant parties, they will be published to Parish notice boards.
Cllr Trowbridge brought to the Parish Councils attention an article published on the front page of the �Vale Advertiser� regarding the chimney at the factory Cllr Trowbridge felt that the Parish should write a letter to Mr Prescott with the Parish Council�s point of view, stating the facts and outlining our side of the story, proposed Cllr Trowbridge and seconded by Cllr S Corben, all agreed.
iv) Chicken Houses Shillingstone Lane will be coming under new regulations in 2007, which will require a new licence.
v) New Cross The chairman said that the Village is disadvantaged by access road, and will write to County Council ref Castle Lane and Shillingstone Lane, as it has been reported by a local resident that four incidents a day occur of buses meeting.
vi) Community Planning The chairman had replied to the ODPM on the Strategic Partnerships consultation paper forwarding a copy to Robert Walter MP
vii) Fiddleford Seat to be installed during the better weather in spring.
viii) Housing Needs The chairman stated that the PC needs to clarify whether it is totally opposed to the Castle Lane site for possible affordable housing. It was suggested that a decision be deferred on the site until a Parish Plan is in place, chairman to inform Mr Pinkney of the council�s concerns.
ix) Parish Boundary Review Letter received from NDDC a report for full council is to be published March 24th on the web site www.north.dorset.gov.uk full council will make final recommendations on March 31st.

xii) Belchalwell The temporary grit bin is still in use. Chairman to recover bin when the weather improves. Cheaper sources of bins will be investigated.
xiii) Travellers Confirmation had been received from Mr Evans (DCC) that he had received complaints about the site. Members of the public with concerns should continue to write to DCC at County Hall.
xiv) Parish Plan It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Buckley to proceed with a new parish plan. Chairman to contact Mr Thompson (DCA) regarding funding. Expression of interest forms and covering letter to go to parishioners, councillors to distribute
xv) Recycling Bins (Cllr Burt declared an interest as he is chairman of the Village Hall Management Committee). A letter has been received from Sarah Wassey NDDC regarding the relocation of the recycling bins as the new wider lorry is unable to access the current bins due to the narrow lane, the following suggested sites were found to be unsuitable, Recreation Ground, Chapel Green, The Pound. It was proposed by Cllr Mrs Buckley and seconded by Cllr S Corben that the PC write to Sarah Wassey NDDC and invite her to view the Village to suggest a new site, as all sites considered had disadvantages.
xvi) DOCTORS SURGERY Cllr Burt has spoken to Dr Prior with reference to relocation, Dr Prior will try use of the Village Hall for Wednesday surgery when the need arises.
xvii) Other Matters Arising None.
