APOLOGIES: Cllr Horton & Cllr R Corben2. THE MINUTES OF PARISH COUNCIL MEETING 1 June having been circulated to Cllrs and noticeboards, were taken as read. It was proposed by Cllr Fox and seconded by Cllr Paine that they be signed by the Chairman, this was agreed.3. POINTS FROM THE PUBLIC RELATING TO ITEM 6 ONLY. None4. District & County Councillors’ Reports: Cllr Burch had sought clarification on how many enforcement notices were to be served on the site in Back Lane and confirmed that there were two. She informed the Council that the Enforcement Officer of NDDC had again visited the site to ensure that the buildings with planning permission were as agreed. On this site visit concerns were raised regarding the welfare of a number of animals kept in one of the building and the RSPCA had been called and were investigating. Cllr Burt stated that the original planning permission had been for agricultural buildings only and that any old buildings would be removed once the new buildings were complete. Mrs Deary to write to Mr Graeser, the Enforcement Officer at NDDC regarding these conditions.6. MATTERS ARISING6.1 Recreation Ground/Pavilion: Cllr S Corben had requested a quote for two replacement door handles and works to two of the windows. It was agreed that he would consult with Cllr Burt when the quote was received and the work would be given the go ahead if the quote was reasonable. He informed the Council he had spoken to the contractor with regard to the draining of the pitch, this would involve a pipe running down through the pitch, topped with stone and then turfed. The success of this would need to be monitored before any further work would be considered. 6.2 Bowey Field: Cllr Beth informed the Council that the bid for lottery funding for playground equipment would be completed shortly.6.3 Village Hall Extension and Car Park: Cllr Burt distributed the plans for the proposed works to extend and refurbish the kitchen, allowing access from the bar. It was proposed by Cllr Paine and seconded by Cllr S Corben that the planning application be put forward to NDDC for consideration.6.4 Footway – Castle Lane: N.F.T.R6.5 Community Planning: N.F.T.R.6.6 Belchalwell & Fiddleford Items: N.F.T.R.6.7 Action Highlighted in the Parish Plan: Mrs Deary had written to Mr Andrew Bradley at DCC regarding the 20 mph speed limit highlighted in the Parish Plan. He had responded due to budgets becoming ever restricted no funds were currently available to carry our investigative work. Our request will be added to a list and investigated when such funds become available although no time scale could be given at this time. Cllr Fox reported that no volunteers had come forward following the appeal in last months Fippeny News.6.8 Blandford PACT and Home Watch: PC Edward Watts informed the Council that out of 15 incidents reported to the Police only 4 crimes had been committed, 3 thefts and 1 assault.6.9 Okeford Hill – salting/gritting: N.F.T.R.6.10 Traffic (volume and speed) using Back Lane: Mrs Deary informed the Council that an email had been received from Ms Self, Myrtle Cottage reporting that the traffic in Back Lane appeared to be getting worse. Mrs Deary had forwarded the email to Mr Graeser at NDDC for his response. He had responded that formal enforcement action against unauthorised buildings, materials, equipment and uses on the land would soon be taken and that he was hopeful that this action would significantly reduce the amount of traffic using Back Lane. Cllr Burt reported that hedges in Back Lane were overgrown. He thought that the land on the corner of Back Land and Pound Lane was leased by Wessex Water. Mrs Deary was asked to write to them seeking clarification and requesting the hedges be cut back if they were responsible for the land.6.11 62 Greenhayes: Mrs Deary informed the Council that a cheque for £60 had been received in respect of access to 62 Greenhayes for the next 4 years. The Council will need to review the charges in 2015. This item can now be discharged from the agenda.6.12 Review of Prescription Delivery Service: Following the decision taken last month to increase the donation for this service this item can now be discharged from the agenda.6.13 Village Shop: N.F.T.R.7. PLANNING MATTERS7.1. Application: 2/2010/0533/PLNG – Land at Back Lane, Okeford Fitzpaine, Dorset – Erect 2 x dwellings form 4 x parking spaces, turning area and modify existing access. Mrs Deary had received numerous emails from Mr Moore, Myrtle Cottage objecting to this application. All email had been forwarded to members for their information. Mr Moore addressed the Council to reiterate his objections to the application. He stated that the application was in a conservation area and he felt that it would degrade that part of the village. He also raised concerns regarding the increase in traffic on the narrow road.Members discussed the application at length and noted there may be problems with increased traffic and also visibility from the drive, but didn’t think that these would be unacceptable. Cllr Paine proposed supporting the application on condition that all remaining land on the site (including land currently allocated to Brambles) is transferred to the Parish Council once planning permission was granted, this was seconded by Cllr Fox and agreed by Council.7.2 Decisions: 2/2010/0441/PLNG – The Old Farmhouse, Darknoll Lane, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RP – Form new roof to conservatory and external doorway with lean to roof – GRANTED 2/2010/0442/PLNG – The Old Farmhouse, Darknoll Lane, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RP – Remove conservatory roof, window and internal partitions.
