MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY DECEMBER 28th 1999

In attendance � Mrs D Burt (clerk), Cllr M Bignell (NDDC), and four members of the public.
1) Apologies � Cllr Mrs Calcott, Cllr Trowbridge, Dr Tapper, Mr Percival.
2) The minutes of November 30th, having been circulated to notice boards and councillors were taken as read, it was proposed by Cllr Corben and seconded by Cllr Thorne that the chairman signs them, this was agreed.
3) Points from the public relating to item 4 only – none
4) Matters arising �
i) Recreation ground An application form for a grant from the RDA has been received. An additional quote is still awaited.
A tree surgeon has examined the oak tree at the entrance and has recommended that some remedial work is carried out, the approximate cost would be �180 – �200. It was proposed by Cllr Corben and seconded by Cllr Thorne that work should go ahead as soon as the written quote is received and it is cleared with the NDDC tree officer, this was agreed.
ii) Bowey Field – A letter has been received from Wood Themes Ltd explaining about the shackle bushes referred to in the RoSPA report.
iii) Bridleway 58 – As there was no evidence to support the claim some years ago it was agreed not to pursue the matter further now.
iv) The Cross – NFTR
v) Webbs Country Foods – A successful meeting had been held earlier in the month at which Mr Hack, the factory manager agreed to pursue other options with regard to smells from the processing plant. vi) Greenhayes/ Higher St path An application to modify the definitive map with the addition of this path has been received. It was agreed to ask Dr Tapper to support this application.
vii) The Hollow � drains – A meeting with Mr Simpson is awaited.
viii) Old Orchard � Mary Gardens – NFTR
ix) Little Lane – NFTR
x) Village Hall car park – There are still some non-hall user cars being parked here, it was agreed to compile information flyers for windscreens.
xi) Church Funding – Copies of a letter from the PCC had been circulated to councillors. It was agreed to reaffirm that the council strimmer is available for use.
xii) Bowey Estate roads / paths – NFTR
xiii) Millennium tree � Councillors to meet at Bowey Field to confirm planting place.
xiv) Council property � NFTR
xv) Footpath 4 � This will not improve until the weather improves.
xvi) Local Transport plan � Not yet received.
xvii) District wide plan � community infrastructure � It was agreed that in general terms any future development would necessitate improvements to facilities such as play areas. It would also be essential to make safe access to the recreation ground at Castle Lane.
5) Correspondence
NDDC � draft register of electors
CAB � requesting donation. It was proposed by Cllr Frampton and seconded by Cllr Nelson that �40 be donated, this was agreed.
SIGNPOST HA � annual report 98/99. Newsletter. Notice of �Best Value Policy� meeting Jan 6th.
NDDC � minutes of Parish liaison meeting.
DAPTC � executive meeting minutes. Various D.C.�s incl. Councillors� training day Jan 22nd.
NDDC � Christmas refuse collection information � notices on boards.
NDDC � public conveniences provision, copied to councillors.
DCC � waymarking project � notices on boards.
DCC � Listen In newsletter, Caring matters magazine, millennium update newsletter.
DORSET FIRE BRIGADE � fire precautions for lighting Beacons and bonfires.
6) Representatives reports
School Governors Cllr Nelson reported on the December 8th meeting. As part of the risk management working party he had recently inspected the school.
Local public transport Mr Gillingham reported on various successful bus services which he had helped to get implemented and of the possibility of further improvements including an early service to Gillingham.
Homewatch Mr Fleetwood continues to put updated reports on the notice board.
Poor Lands Charity Committee Cllr Frampton reported that Mr Bert Ridout had retired after serving 30years on this committee. He also reported that �150 had been distributed to senior members of the Parish.

8) Financial Matters There were no further changes to the draft precept of �7705 (see appendix A) and it was proposed by Cllr Thorne and seconded by Cllr Frampton that it be accepted, the chairman called for a vote and all were in favour.
As only one signatory was present the cheque for CAB would be signed at a later date.
9) Planning Matters
a) decisions � 2/1999/9057 � 59 Greenhayes � retrospective application to demolish lean-to.
2/1999/0701 � Okeford Lodge, Castle Farm � erect garden shed incl. raised portion of boundary wall.
Both of the above applications were granted by NDDC.

11) The next meeting will be January 25th 2000 in the Pavilion at 7-30pm
There being no further business the chairman thanked all present, closed the meeting at 8-26pm and invited all to join him and the clerk for an after Christmas drink.
