MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY JULY 11TH 2000

In attendance:- Mrs D Burt (clerk) and four members of the public.
1) Apologies ? Cllr M Bignell.
2) The minutes of the June 13th meeting having been circulated to councillors and notice boards, were taken as read, it was proposed by Cllr Mrs Calcott and seconded by Cllr Trowbridge that they be signed by the chairman, this was agreed.

4) Matters arising
i) Recreation Ground
Cllrs Burt and Mrs Calcott had attended a Football Club meeting and subsequently a letter had been received from the F.C. offering a donation to make up the difference in price of the tractor currently on loan to the P.C. Taking into account �500 already budgeted the donation would be �1200. The maintenance etc of the tractor would be the responsibility of the P.C. and F.C. members would be able to use it to maintain the grass at the ground. It was proposed by Cllr Frampton and seconded by Cllr Mrs Calcott that the generous offer from the FC be accepted and that the tractor be purchased. Cllr Trowbridge had declared an interest and abstained from the discussion. The chairman thanked Cllr Trowbridge on behalf of the P.C. for his generosity in lending the tractor for such a long period. There may be a grant available from NDDC – to be looked into.
Responses awaited re; weed killer.
Drainage work has been carried out with the help of a digger, this work will be paid for by the Youth Football teams.
While the digger was on site the chairman asked that an area be dug out for the seat.
Storage and tractor space was again discussed.
ii) Bowey Field
The RoSPA inspection of play equipment here and at the rec; grnd; would soon take place. The chairman had asked for an accompanied visit so that he could discuss in person some items such as the placement of the seat.
iii) The Cross NFTR
iv) Webbs Country Foods
Cllr Bignell had spoken to Mr Williams (NDDC) who said that equipment had been installed and was waiting to be commissioned.
v) Greenhayes/Higher St Path
The order for adding this path to the definitive map had been received, objections to be at County Hall by July 28th.
vi) Old Orchard ? Mary Gardens Awaiting response from NDDC.
vii) Little Lane NFTR

ix) Council property
The new lease for the museum has now been signed by the Parish Council and Mr & Mrs R Wood. A nominal fee of �1 per year for the next 20 years has been agreed.
Previously discussed in closed session ? A letter had been received from the agents of Mrs Spooner who owns land in Castle Lane. The approach had been to seek the council?s support of a scheme which would develop part of the land for housing and give the community part of it for

recreational use. The chairman and vice-chairman had met with the agents and NDDC planners to discuss possible options without committing the council to anything. It had been felt that involvement early on in any negotiations could only be beneficial. Although no numbers or figures had been agreed it was possible that with around 12 houses being built the community could benefit from a new village hall even if only partly funded. It is possible that other landowners in the area would like to submit a similar scheme. As future development is inevitable the council felt able to show interest in this scheme. It was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that a sketch plan of the proposed development be requested, this was agreed.

xi) Footpath to Shillingstone Copies of all letters have been forwarded to DCC ROW for their attention.

There were some items that needed to be changed as not now relevant. The clerk felt that some questions about the council should be included to come in line with the ?best value? issue. Clerk to re-draft.
xiv) Footpath to Bel Church ? bridge Awaiting response from DCC ROW.
xv) Footpath 44 ? bridges NFTR
xvi) Drains ? Castle lane Clerk to write to DCC.
xvii) Drains ? The Hollow
The overflow at the bottom of the Hollow has now been cleared.
A letter had been received from Mr Simpson (DCC) about the work carried out at the top of the Hollow outlining reasons why the project had not been satisfactory. This had resulted in the problem not being solved and possibly being made worse. Copy to be sent to Dr Tapper.
xviii Castle Farmhouse
There has been no response from the conversation officer at NDDC. The clerk was asked to write to the chief executive in an effort to escalate the matter, which is now urgent.
xix) Fiddleford ? drains
A letter had been received from DCC saying some work had been done to ease the problem but funding for that type had been reduced over the last few years. Clerk to write to Dr Tapper about the general problem of lack of drain maintenance and funding.
xx) Travellers
The travellers had now moved on from the picnic site car park, some damage had been done to fences and litter had been left. A reply had been received from the Police, Section Commander, Blandford who said that ?when offences involving travellers are detected by my officers then be assured that they will be dealt with.?
The chairman reported that the chairman of Winterborne Stickland PC was meeting with Robert Walter MP to discuss the issue.
xxi) Any other matters arising none
5) Correspondence
NDDC ? an occasional PEL has been applied for by the FC for Aug 4 ? 6 at the recreation ground for the Butterboys Bonanza. There were no objections.
Campaign for warmer homes bill ? information.
DCC ? info on Milestones millennium celebration and millennium update.
DCA ? AGM July 20th.
DAPTC ? minutes of exec. Meeting, various DC?s incl. notice of AGM on Oct 21st, County Hall, two representatives can attend. Clerks? salary increase of 3% had been agreed by NALC. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that the recommendation be applied to the clerk, this was agreed.
DCC ? County Plan News, notice of intention to adopt structure plan.
DCC ? Publication of Dorset minerals and waste local plan, copy available on request.

NDDC ? ND district wide local plan inspectors update.
NDDC ? Developer contributions for community infrastructure.
NDDC – an occasional PEL has been applied for at Lowbrook Farm Aug 11th . No objections.
6) Representative Reports
Local Public Transport ? Mr Gillingham reported that it was possible that Cudlipp?s may not be running their summer schedule also that a later bus service from Gillingham was looking hopeful. He reminded the meeting that under a European initiative September 22nd was ?leave your car at home day?.
FLO ? Cllr Mrs Calcott that a landowner had reported that walkers were not keeping to the footpath (FP44), and some wire fencing had been cut. Footpath 4 still needs clearing.
School Governors ? Cllr Nelson reported that the school had achieved good SATS results in keystage 2 with keystage 1 not as good but as predicted. There will be 13 year 6 children leaving in July with 10 reception children starting in September. The deficit has now been substantially reduced and now stands at �229. A school improvement consultant paid for by the LEA is to visit the school once per term to advise on school development, OFSTED etc.
7) Points from the Public
It was reported that the footpath (53) leading to Bridleway 13 had a lot of glass spread over it also grass cuttings had been put on the path and on Br 13 there are the remains of a large bonfire.

It was proposed by Cllr Mrs Calcott and seconded by Cllr Frampton that these be paid, this was agreed.
The clerk reported having received donations to help with running costs from ? Mrs Read �10, Okeford Auctions �50, T.O.P.S. �10, A Corben �50 and the village hall management committee had given toilet rolls to the value of over �40.
A letter of thanks had been received from the WRVS.
9) Planning Matters
