MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 28TH NOVEMBER 2000

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), and nine members of the public.
1) Apologies – Cllr E Thorne, Dr G Tapper (DCC), Cllr C Nelson, Mr E Fleetwood.
2) The minutes of the October 31st meeting, having been circulated to councillors and notice boards, were taken as read. It was proposed by Cllr Corben and seconded by Cllr Trowbridge that they be signed by the chairman, this was agreed.
The chairman asked if the council would mind bringing forward discussion on the precept so that Cllr Bignell, who had to leave early, could have an input, there was no objection.
The figure relating to band D properties, which is used to calculate the parish?s share of the council tax, had been received. However, due to a mistake by NDDC the previous year (they will cover the cost of their mistake from reserves) the figure is less than envisaged, meaning that less money could be put in the precept for the same charge on the rates. There was a long discussion, which included members of the public. It was proposed by Cllr Frampton and seconded by Cllr Trowbridge that the amended draft for �8200, which would mean an increase of �1.20 on the previous year be published, the vote was four for and 1 against, the vote was carried. The clerk reminded everyone that the figure must be finalised at the next meeting.

4) Matters Arising
i) Recreation ground
Two tenders had been received for repair work to the pavilion. The relevant insurance forms had been sent.
The monitoring team following up the Lottery grant had inspected the project, the chairman spent over four hours with the team but they were pleased with what they found. More information about the accounts has since been sent.
The seesaw cover has not yet been installed. Clerk to follow up.
The fence around the car park has been damaged. Cllrs Corben and Burt to investigate.
A flagstone step outside the pavilion door has become loose. Cllrs Corben and Burt to investigate.
ii) Bowey Field
DCC have confirmed in writing that they will carry out work on the safety barrier on the Lower Street entrance.
iii) The Cross NFTR
iv) Webbs Country Foods
Further diaries of smells have been received and will be forwarded to NDDC and the Factory manager. Copies of letters from the School and Webbs have been received from Cllr Bignell. The School Governors are very concerned about the continuing nuisance of smells and the effect on the children. Webbs are now to install ducting which will combine air flows for ozone injection treatment and essential oil based odour treatment, a four week trial should start on December 4th. If this proves unsuccessful a second trial using essential oil treatment under the direction of purified air will take place.

Delivery lists have been completed and questionnaires are almost ready for delivery. It was agreed not to deliver until after Christmas.

x) Footpath to Bel Church ? bridge
Cllr Mrs Calcott has rearranged the top rail and reported that it is now okay to walk. Item discharged.
xi) Future Development
A sketch plan is still awaited, highway issues are still to be resolved.
xii) Beacon Millennium
Enquiries need to be made regarding filling the Beacon.
xiii) Ibberton & Belchalwell Village Hall
A letter from Cllr Bignell was read with copies of correspondence from Ibberton PC clerk saying that their PC was unaware of any obligation until after the application had been made.
xiv) Lower St drain
Michael Paulley (DCC) had inspected the drains and could find no problem but after speaking to a resident found that he had missed the blocked one and agreed to jet them.

Mr & Mrs Burt had received a letter from DCC saying that work would commence in April 2001. Item discharged.
xvii) Darknoll Lane to Banbury Cross
Michael Paulley (DCC) has said that they will clear hedges on Highway side and get farmers to cut back theirs, but there was little to be done to the ground underfoot at present.

6) Representatives Reports
Youth Club Cllr Mrs Calcott reported that attendance was averaging at 24 per session at present. The recently held Jumble Sale made �140 for funds. A pantomime trip including a visit to Burger King is planned for just before Christmas. Mrs Burt (secretary) added that confirmation of a grant from the Blackmore Vale Lions for a Hockey Table game had just been received.
FLO ? Cllr Mrs Calcott reported that the hedge on footpath 1 beyond the recreation ground is very overgrown. Clerk to contact DCC ROW.
Local Public Transport – Mr Gillingham talked about bus services and said the Government White Paper promised money for rural transport.
7) Points from the Public
Mr Gillingham ? reported that the hedge on the footpath to the Church by Myrtle Cottage was overgrown.
Mrs White ? was concerned about the amount of cars parking in Higher Street making it difficult for residents? visitors to park. This problem has been discussed at earlier meetings but no satisfactory conclusion could be reached. After further debate no solution could be put forward which would not be detrimental to the residents of the village and the shop. The Police cannot move legal vehicles parked on the highway unless there is an infringement of regulations. We can only hope that the factory management will have more success encouraging their workforce to park in the car park provided. However this would not completely solve the problem as many of the parked vehicles belong to residents, as few of the houses in the centre of the village have off street parking.

It was proposed by Cllr Mrs Calcott and seconded by Cllr Frampton that these be paid. This was agreed.
The clerk reported that a cheque for �1749.00 had been received in payment of the grant from NDDC for the basketball area. Also a cheque for reclaimed VAT of �984.10.
A letter of thanks had been received from the PCC.
Discussion on the precept had been moved to after item 2.
9) Planning Matters
a) applications 2/2000/0848 – J & G Environmental ? Forge Garage. Extend garage, form parking areas.
There was some discussion about this application, the chairman invited comments from the public. There were concerns about increased noise and working hours. Also whether there would be increased traffic movement involving the parent company.
It was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that there be no objection but a covering letter expressing concerns about noise and working hours be written. This was agreed.
2/2000/0873 – Mr P Runyeard, 20, Castle Avenue. Single storey extension to bungalow. No objections from the PC.
b) decisions 2/2000/0670 ? Froghole Farm, renewal of pp2/99/467 for relief from condition 3 attached to pp2/94/523 ? residential use of caravan/mobile home (specifically for use by groom). GRANTED by NDDC.
The clerk was asked to quote the councils? charter and ask why NDDC went against the views of the PC.
2/2000/0670 ? The Scrap Yard, Okeford Common. NDDC planning committee has agreed to support the application in principle but deferred a decision for satisfactory negotiation on contamination issues.

There being no further business the chairman closed the meeting at 9-20pm.
