MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 27TH FEBRUARY 2001

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), and two members of the public.
1) Apologies Cllr C Nelson.
2) The minutes of the January 30th meeting, having been circulated were taken as read and it was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that they be signed by the chairman. This was agreed.
3) Points from the public relating to item 4 only none
4) Matters arising
i) Recreation ground
The structural engineer?s account has now been paid (see item 8) this is being followed up with the insurance company.
The clerk reported that she had booked the annual RoSPA playground check with NDDC.
The chairman reported that two of the car park lights were faulty, he would investigate.
He also reported that the tractor was now back on the road but there was still some minor work to complete.
The weed control company gave an approximate figure of �350 – �400 for a 4-acre area, a visit from a representative of the company would result in a more detailed estimate.
A follow up letter from the post completion monitoring and evaluation team, Sport England Lottery Fund has given a positive report and has asked for a simple action plan regarding cricket and encouraging more females to play football. This has been done and will be followed up.
ii) Bowey Field
The annual RoSPA playground check has been booked with NDDC.
The chairman reported that he had cleared a lot of broken glass from the around the play equipment.
He also said that he would soon be marking out the basketball area, the stencil to be borrowed from Louise Treacher at NDDC.
iii) The Cross NFTR
iv) Webbs Country Foods
The smells from the factory still persist but there is some improvement. The parking area at the Shillingstone Lane site is soon to be fitted with cameras to make it safer for the workforce to leave their cars there.

Because of the countrywide outbreak of Foot and Mouth disease it was decided to postpone delivery of the survey.

The sketch plan has been delayed because of the difficulties with traffic management regarding a visibility splay.

Mr Deacon at NDDC says they will be replaced/repaired shortly.

xiv) Golden Jubilee 2002
Three local organisations/clubs have expressed an interest in an event around The Beacon.
xv) Road hedges ? Castle Ave
Signpost Housing Association own some of the housing in this area so will check and deal accordingly.
xvi) Pound Lane ? drains
The chairman reported having cleared out the tops of these drains.

5) Correspondence
DCC ? Dorset Countryside Access & Heritage directory 2001.
NDDC ? PEL application from the Village Hall ? no objections.
DAPTC ? Newsletter and various DC?s incl. i) Rural white paper and ii) Code of conduct draft model, both of these items for March agenda for comments.
DCC ? Public consultation decision making arrangements for DCC, this had been copied to councillors but the short timescale allowed for comment meant an immediate choice needed to be made. It was proposed by Cllr Trowbridge that option 1 be chosen this was seconded by Cllr Mrs Calcott and agreed unanimously.
The options were as follows:- option 1 – leader and cabinet, option 2 – mayor and cabinet, option 3 – mayor and council manager.
NDDC ? Register of electors.
NDDC ? Rural White Paper ? summary (copied to councillors) for comments next meeting.
DETR ? Draft model code of conduct for elected members (Local Government Act 2000).
DCC ? The term of office of one LEA school governor is due for review so the vacancy is advertised, any council member wishing to apply should telephone 01305 224156 for information.
6) Representatives reports
Homewatch ? Mr Fleetwood reported that travellers had moved in to the Conygar Copse tip and that the Police are aware. The chairman said he had reported their presence to the tip management and Mr Evans (Gypsy & Traveller liaison service). There was concern about their movements because of the Foot and Mouth outbreak in neighbouring counties.
Footpath liaison officer ? Cllr Mrs Calcott reported that the local authority (DCC) have been given the right to close paths if necessary.
7) Points form The Public
Cllr Bignell asked about the ?for sale? at New Cross commenting hat it had been I place for many months. Clerk to write to DCC transport. dept.
8) Financial Matters

It was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that these be paid, this was agreed.
The clerk reported that she had received the completion of audit notice for year ending March 1999 and there were no matters arising. It was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that the chairman sign acknowledgement of the notice for return to the audit office this was agreed.
The clerk reported having received two tenders for grass cutting for the coming year. The chairman asked the council if they wished to consider the 2 tenders, this was agreed. The clerk then read them both and it was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that the cheapest be accepted, this was agreed. The accepted tender was from M A Thompson for �340.00.

9) Planning Matters
a) applications 2/2001/0108 ? Mr & Mrs Goddard, 2, Castle Lane ? erect porch.
No objections from the PC.
b) decisions NONE
c) other Fiddleford Mushrooms ? a reply from the planning department had been received saying that the conditions re traffic management plan had now been removed.
10) A.O.B.
Cllr Burt reported that work on the planned visibility splay at the Okeford Hill junction should be starting next week. In view of the Foot and Mouth outbreak he had checked with MAFF for their approval.
Mr B Young had asked Cllr Trowbridge if the Beacon could be lit as part of a chain planned to highlight the plight of the farming community. Mr Alner who owns the land surrounding the Beacon is also involved and had no objections. It was thought that the implications regarding insurance needed to be looked into and then a letter be sent to Mr Young.
Cllr Trowbridge reported that Mr Rowland who had regularly, voluntarily cut the grass at the Churchyard last year would not be able to do so this year.
11) The next meeting will take place on Tuesday 27th March 2001 at 7-30 pm in The Pavilion, Castle Lane. The Annual Parish meeting will be first followed by the normal council meeting.
There being no further business the chairman closed the meeting at 9-55pm.
