MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 27TH MARCH 2001

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC) and 5 members of the public.
1) Apologies None
2) The minutes of the February 27th meeting, having been circulated were taken as read and it was proposed by Cllr Trowbridge and seconded by Cllr Corben that they be signed by the chairman. This was agreed.
3) Points from the public relating to item 4 only None
4) Matters arising
i) Recreation ground
A reply is awaited from the insurance company regarding repayment of the structural engineer?s report.
The chairman has inspected the floodlights and reported that he wishes to order a complete new light and a spare lamp. It was proposed by Cllr Trowbridge and seconded by Cllr Thorne that this be done, this was agreed.
It was reported that a significant amount of vandalism had occurred at the pavilion, this will need to assessed and repaired.
The Sport England lottery monitoring team have asked that more be done to encourage cricket and girls football. Contact is being made with Louise Treacher, NDDC sports development officer for her input.
Dog fouling on the recreation ground and Bowey Field is becoming increasingly more frequent. It was proposed by Cllr Corben and seconded by Cllr Trowbridge that more and bigger No Dogs signs be purchased and erected this was agreed.
During the Foot and Mouth Disease outbreak it was proposed by Cllr Mrs Calcott and seconded by Cllr Frampton that Mr Goddard is allowed to erect a fence to provide a buffer zone between the ground and his land, this was agreed. (Clerk?s note ? ref. A.P.M. minutes).
ii) Bowey Field
Dog fouling (see above). The clerk will mention this problem in the Parish magazine.
iii) The Cross NFTR
iv) Webbs Country Foods
There have been many reports that the problem of smells has not decreased and that the new system does not seem to be working. Clerk to write to NDDC. Factory workers cars parked on the road is still causing a problem. Clerk to write again to factory manager.
v) Greenhayes/Higher St path
NFTR on tarmac. Because a DCC ROW sign saying that footpaths are closed due to the F&M outbreak some residents are concerned that this path cannot be used to access the Village Hall and Church. Clerk to make a sign saying the path to Greenhayes is open.

xi) Lower St drain This has been cleared.
xii) Rubbish Bins These have been replaced.
xiii) Darknoll Lane ? Banbury Cross end Awaiting response from DCC.
xiv) Golden Jubilee 2002
The clerk has received 4 responses from local organisations wishing to be involved in the Beacon light and an application form has been received to take part in the Beacon chain.
xv) Road hedges ? Castle Lane
There is still some dubiety about responsibility for the hedge. It was reported that some of it has been cut back.
xvi) Rural White Paper
There were no comments from councillors on this paper.
The chairman reported that he was still in correspondence about representation regarding elected members of the council. He is awaiting responses from the DETR and the Prime Minister.
xvii) Code of Conduct There were no comments from councillors on this draft.
xviii) Travellers
An e-mail response has been received from Mike Evans (DCC Liaison Officer) saying that due to the F&M outbreak it would not be possible to attempt to move them on and they have been told to keep their animals under control. Three of the children are now attending the local school.
xix) Foot and Mouth Epidemic
A long discussion took place about possible precautions that could be taken. A disinfectant bath at the recreation ground was thought not to be an option at this time because of the close proximity to the ditch and also the detrimental effect this will have on the tarmac surface of the car park. Cllr Corben reported that some football matches in affected areas were not being played and that if a case occurred in Dorset the same would apply. He agreed that extra vigilance be taken with regard to visiting teams boots.
It was agreed that use of the recreation ground could continue as normal It was also agreed to continue to hold Parish Council meetings in the interests of disseminating information but if the situation changed then this would be reviewed.
xx) For Sale sign ? New Cross
This has been passed to the enforcement officer NDDC.
xxi) Visibility Splay ? Okeford Hill junction
Work has not yet been started.
xxii) The Beacon
Information received from the insurance company says that the PC?s public liability cover does not include other parties using the Beacon. Any person wishing to use it must get sufficient insurance cover and then inform the PC that this is done before the event takes place.
xxiii) Any Other Matters Arising None
5) Correspondence
Countryside agency ? info. re. Rights & responsibilities for access to ROW, mapping started to be followed by public consultation.
Colin Turner ? saying website should be shut down because it has been under construction for too long and asking if public money was being used to fund it. A reply had been sent by return saying that all work on the website was voluntary including the installation. (Clerk?s note ? The website is now live on www.okeford-fitzpaine.org )

DCC ? Public consultation on DCC?s decision making arrangements, 1800 responses, 78% expressed a preference for the Leader and Cabinet option.

6 Representatives reports
Village Hall management committee – Cllr Burt reported that a broken down car belonging to the occupants of 62 Greenhayes had been parked on the car park for some time. He had asked the owner to move it back so it did not cause an obstruction and had been assured that it would not be there for long.
It was proposed by Cllr Corben and seconded by Cllr Trowbridge that the clerk write to the owner of the car and ask that it be removed. This was agreed.
School Governors ? Cllr Nelson reported that there were now 88 children on the school roll and a single intake of children in September had been agreed. There is now available �12,000 for capital spending.
Youth Club ? Cllr Mrs Calcott reported that an average of 24 members come to the Club nights. The Club has paid for a set of lights installed at the ?kitchen end? of the old part of the pavilion and a floodlight on the outside of the building to illuminate the play equipment. A new vacuum cleaner is needed and the YC offers to pay � the cost.
7) Points from The Public
Cllr Bignell reported that NDDC had given Ibberton and Belchalwell V.H. committee a grant of �7,400 towards refurbishment of the hall.
He asked about the ROW map situated near The Cross, water leaking into the notice board had made the map deteriorate. The chairman said that the map was now out of date and asked the clerk to write to DCC to ascertain when the next updated one is due to be published.
Cllr Bignell reported that because free bus passes for the blind were being withdrawn NDDC would now take on that expense.
8) Financial Matters

It was proposed by Cllr Corben and seconded by Cllr Frampton that these be paid. This was agreed.
The clerk asked for authorisation to pay the NFU for tractor insurance when due in April. It was proposed by Cllr Corben and seconded by Cllr Trowbridge that this be given. This was agreed.
The clerk reported that the tractor was now exempt from road tax.
A letter of thanks had been received from CAB.
Donations of �20 and �35 had been received towards the maintenance of the pavilion.
It was proposed by Cllr Mrs Calcott and seconded by Cllr Corben that a new vacuum cleaner is purchased. This was agreed. Cllr Frampton on behalf of the Football Club, offered to pay � of the cost.
9) Planning Matters
a) applications (LB)2/2001/9030 ? K Heart, Earls Farm, Belchalwell. Erect porch. No objections from the Parish Council.
(LB)2/2001/9031 & 2/2001/0175 ? P. Frampton, Castle Farm, Castle Lane. Removal of nissen hut, erect double garage and loft extension. No objections.

Continued concern was expressed about the southern end of the farmhouse, the clerk was asked to write again to Mr Bagnall.
2/2001/0199 ? C. Norton, 7 Netherway Cottages. First floor extension to form bedroom and bathroom. No objections from the Parish Council.
b) Decisions 2/2000/0848 ? Forge Garage ? extend garage, form parking areas ? permission granted.
2/2001/0108 – 2 Castle Lane. Erect porch ? permission granted.
c) Other 2/01/71(42) ? Land adjacent Pie Powders, Lower St. The planning authority recommends that subject to no objections from the County surveyor and to design amendment, the committee be disposed to grant planning permission for the development subject to the applicant and other affected parties entering into a Section 106 agreement requiring the following:-
a) The payment of the Council?s reasonable costs in preparing the agreement.
b) Payment of �500.00 towards community infrastructure in accordance with the council?s developer contribution policy.

11) The next meeting will take place at The Pavilion on Tuesday 24th April 2001 at 7-30pm. There being no further business the chairman closed the meeting at 9-40pm.
