MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 9TH OCTOBER 2001

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), and 3 members of the public.
1) Apologies Cllr Frampton and Cllr Campbell (DCC).
2) The Minutes of the September 11th meeting, having been circulated were taken as read. It was proposed by Cllr Mrs Calcott and seconded by Cllr Trowbridge that they signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only none
4) Matters Arising
i) Recreation ground
The chairman is currently carrying out repairs to the roundabout.
Repairs to the pavilion are almost complete.
The new doors were damaged at the weekend by the wind. Cllr Corben will deal with this.
Cllr Corben reported that a girl�s football tournament had taken place on September 23rd, this had proved very successful and many compliments had been received about the facilities. One of the visitors expressed an interest in forming a girl�s football team here.
The second hand tractor engine has now arrived and awaits repair work and installation.
ii) Bowey Field
The chairman has received an offer of assistance from a contractor to clear out the ditch.
The railings at the Lower St entrance have again been damaged, the chairman had repaired them in the past but has now informed DCC for their attention.
iii) The Cross
The chairman said that he had again looked through all the correspondence and in his opinion English Heritage are unlikely to allow the addition of a stone cross on the present site, they are asking for more information which can only be supplied by professionals and will be very expensive. He regrettably recommended that the project be abandoned and a letter written to English Heritage commenting on their unhelpful attitude and inefficiencies, a copy to be sent to MP Robert Walter. Cllr Corben proposed and Cllr Mrs Calcott seconded that the recommendation be carried out, this was agreed.
iv) Cemetery NFTR
v) Chicken Processing Factory
A letter from DTLR, Western Traffic Area Office regarding traffic movements at the Faccenda factory had been received it said that the movements of authorised vehicles appeared to be within the conditioned hours and a list of 25 vehicles on the Faccenda licence was enclosed. A follow up letter to be written querying the number of vehicles on the licence and other points.
Cllr Mrs Calcott reported that lorries from the yard were having to move out onto the pavement in order to allow manoeuvring of vehicles inside the yard.
Cllr Nelson who is spokesperson for the group �Ofchics� reported that a petition to get the factory relocated was being circulated around the village and had been signed by many people. The group had also written to District Councillors in support of Cllr Bignell�s motion to NDDC to relocate the factory. He understood that Faccenda directors would be coming to the site next week to meet with NDDC�s assistant chief executive and environmental health officer. Faccenda estimate the cost of relocation as �10m.
Cllr Bignell reported that his motion, which was discussed by NDDC cabinet, had been well received and supported.

The question of floodlighting of the yard was brought up and Cllr Bignell agreed to enquire of the planning department NDDC if permission were needed and if so, sought.
Two more odour diaries had been received. It was agreed to write to NDDC again about the smells.

xii) Golden Jubilee
After some discussion it was proposed by Cllr Mrs Calcott and seconded by Cllr Trowbridge that an event be held in conjunction with the Beacon being lit on Monday June 3rd, this was agreed. If the Beacon field is not available then the recreation ground could be used as the Beacon can be seen from there. Clerk to write to the owner of the field. Clerk to coordinate parish organisations that have shown an interest in taking part. Live music to be investigated.
It was also agreed to hold a �street party� at the Village Hall on either the Sunday or Tuesday. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that a commemorative mug be given to all children of the parish up to the age of 16 years this to be presented at the party. Clerk to confirm prices of mugs.
xiii) Road Hedges � Castle Ave NFTR
xiv) Travellers
Via the clerk Cllr Campbell (DCC) reported that the Bailiffs had moved into the site at Okeford Hill this morning and that the site should be completely cleared in readiness for the installation on Wednesday of a device to restrict access for buses etc thus making future encampments more difficult. The Countryside Ranger is overseeing the installation and will make a final inspection on Friday.
The chairman reported that he had replied to a letter received by a parishioner from the DTLR Gypsy Policy Officer, expressing concern and dissatisfaction at the contents.
xv) Foot and Mouth Epidemic
Dorset remains clear of the disease and Somerset had just received clear status.

The chairman had spoken to Mr Casebourne about the decision made by the Council on the advice of its solicitor. Mr Casebourne had said he would consult his solicitor before responding. It was agreed that if a response had not been received by the next meeting then a formal letter outlining the Council�s position would be sent.
xix) Footpath 53
Awaiting reply from DCC. The chairman reported that filling in of the hole in the Village Hall car park caused by the water from FP 53 was in hand.
xx) Belchalwell sign
This has still not been repaired/replaced. Clerk to write to DCC. Copy to Cllr Campbell.
xxi) Chapel Green Awaiting DCC. Clerk to write reminder.
xxii) Extension of 30 mph speed limit NFTR
xxiii) Home zones & quiet lanes (DC38)
The chairman agreed to write with suitable comments.
xxiv) Shillingstone Lane � water
Wessex Water says it is not a mains leak. DCC have been informed via CLARENCE but nothing seems to have been done, the water appears to be coming from a drain. With temperatures beginning to drop there was concern that the problem should be solved quickly. Clerk to write to DCC.

6) Representatives Reports
Homewatch co-ordinator Mr Fleetwood passed on warnings about bogus water board and electricity officials targeting old people. He said that anyone on official business should have an identity card and people should always check this before allowing any unknown person into the premises.
Footpath Liaison Officer Cllr Mrs Calcott reported that she had followed up Mr Ridout�s points with DCC ROW about the signs and stiles.
She reported that the new bridges have been completed on FP 44.
Youth Club Cllr Mrs Calcott reported that the club would be taking some members on a trip to the Pantomime at Bournemouth.
Village Hall Committee Cllr Burt reported that the committee were becoming concerned about the length of time a decision being made with regard to a new hall was taking as some money needed to be spent on maintenance.
As Cllr Corben had to leave early the chairman asked if the council would agree to �planning� being brought forward, this was agreed.
10) Planning Matters
a) Applications
2/2001/0776 � W T Middleton, Penny�s Place, Angers Lane, Fiddleford. Station mobile home for temporary period. There were no real objections from the Council as long as it is only temporary but asked the clerk to make sure that NDDC are happy that there is a business need.
2/2001/0786 � V Smith, The Scrap Yard, Okeford Common. Formation of new vehicular access. There was some discussion but no objections.
2/2001/0790 � C Norton, 7 Netherway Cottages. Erect two storey extension. No objections.
2/2001/0808 � A Trowbridge, Dorset Heights, Belchalwell. Erect extension (loggia). No objections.
2/2001/0796 � Miss Bradbury, Froghole Farm. Renewal of pp2/2000/0670 for relief from condition 3 of pp2/1999/0523 to allow residential use of caravan/mobile home (specifically for use by a groom). The chairman declared an interest in that he and his wife own the lane running through the farm.
There was some discussion about this application and the fact that NDDC had continued to renew previous applications even though the caravan had never been used and is now uninhabitable. The council agreed that the original objection still stands, that is that no further residential development should be made on this site and this is in fact contrary to NDDC rural planning policy.
It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that the council objects to this application, this was agreed.

Via the clerk from Sep meeting Cllr Bignell reported that Development Control wanted provision for land for a footpath at 9 Castle Ave but do not believe it is practical to obtain land from adjoining properties. At least the land at no 9 will be available should a scheme for a walkway prove viable at a later date.

The chairman suggested that the Council formally ask DCC for a footway in Castle Lane. Cllr Trowbridge proposed and Cllr Mrs Calcott seconded that the clerk writes to DCC with this request, this was agreed.
Cllr Corben left the meeting at 9-45pm.
7) District Councillor�s Report
Cllr Bignell reported that the redundancies at NDDC were causing financial problems and money from reserves is to be used. Four heads of service have now gone and he is concerned about quality of service.
Cllr Bignell left the meeting at 10pm.

It was proposed by Cllr Mrs Calcott and seconded by Cllr Nelson that these be paid, this was agreed.
The clerk presented the 1st draft precept for 2002/2003, (already circulated to councillors with minutes) she had kept the total amount the same as the previous year (8200) there may be a need to draw on reserves to pay for new swings and retrieve that money in a later precept. The council had no amendments or additions and it was agreed to put this draft to the public.
11) A.O.B.
The chairman asked if he could put a shelf in the museum to hold some china from the Temperance Society and The Methodist Chapel, this was agreed.
12) The Next Meeting will be Tuesday November 6th at 7-30pm in The Pavilion, Castle Lane. The chairman thanked those present for attending and closed the meeting at 10-20pm.
