MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 8th JANUARY 2002

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC) and six members of the public.
1) Apologies Cllr B Trowbridge.
In the absence of Cllr Trowbridge the chairman called for nominations for vice chairman for this meeting. Cllr Frampton proposed and Cllr Thorne seconded that Cllr Nelson take the post for this meeting. As Cllr Nelson was willing to do so a vote was taken which was unanimously for.
2) The minutes of the December 4th meeting, having been circulated to councillors and notice boards were taken as read. The clerk had circulated an amendment she wished put forward to item 4xvii) Greenhayes, in order to clarify a query by the new owners of the cottage 62 Greenhayes. As follows:- the addition of the words ï¿½Mason-Apps, Smallmans & Coï¿½ and ï¿½Mr P Langleyï¿½. There was some discussion about the addition of the amendment in that Cllr Nelson felt that the minute could be changed to show that the property had changed hands and the correspondence related to the now previous owner. The chairman pointed out that the minutes reflected what was dealt with at the meeting and could not be changed to show something that happened after the relevant correspondence. It was proposed by Cllr Mrs Calcott and seconded by Cllr Frampton that the amendment be carried, this was agreed unanimously. The full and amended minute now forms page 292a of the December 4th minutes.
3) Points from the Public relating to item 4 only
Mrs Bright, the new owner of the property 62 Greenhayes had objected to the December 4th unapproved minutes because it appeared that Mr & Mrs Bright and their solicitor had made an agreement with the Parish Council. She had given a letter to Cllr Nelson which was presented a few minutes prior to the meeting stating this and insisting that the reference to ï¿½the solicitor of the owners ï¿½ be removed before being approved at the January 8th meeting. She said that previous owners had never paid a fee and she didnï¿½t want people to think that she and her husband had agreed to pay the fee mentioned. She asked for copies of papers relating to what she saw as an error, this the chairman agreed to.
Mrs Bright then asked where the plaque was which had been by the lime tree on Greenhayes. The chairman said that it had been broken and that he was repairing it at no cost to the council.
4) Matters Arising
i) Recreation Ground
The tractor is still awaiting repair.
The roundabout is ready to be put back together and painted ï¿½ Cllr Burt and Frampton to carry out this work on Friday.
Cllr Frampton reported that the Football Club are actioning padlocks for the gates and will pay for them.
ii) Bowey Field
Mr Potter has offered to cut the grass with his mower in time so that the gang mowers can used when the ground is suitable.
The handrails at the Lower St entrance have now been repaired.
iii) Chicken Processing Factory
DCC has replied saying that if areas used for overnight parking within the site are unsuitable or are causing a nuisance to adjoining residential properties then they will consider any evidence and if valid submit it to the Traffic Commissioner.

Also received MP Robert Walterï¿½s press release and two odour diaries. The factory ï¿½hotlineï¿½ has been used to complain about noise.
CCTV recordings had been made of the factory entrance showing the manoeuvring difficulties for lorries.
It was agreed to write to DTLR for an update on the situation regarding the Shillingstone Lane site.
Cllr Bignell said that Mr Williams, NDDC environmental health officer would be visiting the factory again soon.

Cllr Mrs Calcott reported that about 5 volunteers had come forward to help clear the Pound but it would be difficult until the earth and other debris which had come from the road following recent flooding had been cleared. It was agreed to ask Goddard Landscapes to remove it.

x) Golden Jubilee 2002
Monday June 3rd – Portable toilets have been ordered. A public entertainment licence will not be needed unless live music is used, it was thought that perhaps background music would be sufficient. Hopefully there will be a variety of ï¿½stallsï¿½ run by local organisations with perhaps a small percentage of profits going towards expenses. Probable start time of 7 pm. Her Majesty the Queen will light the central Beacon at 10-40 pm we have not yet received confirmation of our light up time. Mrs Handy for the PCC has offered to run a ï¿½Lunchï¿½ on April 7th to raise funds. Cllr Frampton for the Football Club will look into organising a bar and cover.
xi) Travellers
Mr Evans (DCC) had been informed about travellers again breaking into the Conygar tip site and replied saying that negotiations would be starting shortly. A resident had reported that the travellers had been seen using a key to access the site and that the site was to become a permanent one. Clerk to follow up.
The Council had received a Draft Gypsy and Traveller Policy by DCC via the DAPTC for comment.

Awaiting map from DCC for map board on The Cross.
After discussion it was proposed by Cllr Frampton and seconded By Cllr Mrs Calcott to purchase an aluminium notice board for Belchalwell, this was agreed. The board would be smaller than the present one and would cost around ï¿½400 plus the cost of. materials for installation.
xv) Greenhayes
A letter had been passed to the chairman prior the meeting from M & M Bright, the new owners of the property 62 Greenhayes objecting to the unapproved minutes of December 4th (see item 3).
60 Greenhayes ï¿½ no response had been received from the owners the next step will be to seek further advice from the councilï¿½s solicitor.
xvi) Footpath 53
A quote of around ï¿½2000 to put a tarmac surface down has been passed to DCC who are getting further quotes. They also hope to put drains in the road leading to Greenhayes. A quote to repair the part of Greenhayes, which was damaged by the flooding, is around ï¿½1000.

xxi) Fly Tipping
Cllr Mrs Calcott had investigated the reported tipping and felt that it was earth and stone left by the contractor who had installed security gates/fencing at the Conygar Tip site and was not causing a problem.
xxii) Water leak ï¿½ Shillingstone Lane
The problem appears to have solved itself.
xxiii) Any Other Matters Arising None
5) Correspondence
ï¿½ Youth Service requesting support and funding towards a new mini bus. It was proposed by Cllr Frampton and seconded by Cllr Mrs Calcott that ï¿½50 be given and a letter of support be sent, this was agreed.

6) Representatives Reports
School Governors ï¿½ Cllr Nelson reported that over the Christmas holiday a leak had caused some flooding in one of the classrooms, the damage was cleared and no school time was lost.
Footpath Liaison Officer ï¿½ Cllr Mrs Calcott had received a query about whether bicycles were allowed on footpaths ï¿½ it was confirmed that they are not.
Homewatch ï¿½ Mr Fleetwood continues to post information on the notice board and asked that elderly neighbours be looked after.
Youth Club ï¿½ Cllr Mrs Calcott reported that club members were taken on a trip to the pantomime in Bournemouth and commented on how well behaved they all were.
Village Hall Committee ï¿½ Cllr Burt reported that the committee had for the second year invited over 60ï¿½s in the parish to afternoon tea at the hall.
Poor Lands Charity Committee – Cllr Frampton reported that he had returned a cheque for rent because of a query over the signatory.
7) District Councillors Report
Cllr Bignell reported that the staff situation at NDDC continued to give him cause for concern more of the experienced officers were leaving including Richard Bagnall, Steve Lumb, Phil Dolan, Louise Treacher and others. There is also still a possibility that services that do not have to be provided will be cut in an effort to sort out their financial situation.

8) Points From the Public
On behalf of a resident Cllr Bignell asked if a ï¿½lollipop personï¿½ could be employed outside the School. Cllr Nelson said that School had already investigated the possibility and DCC had refused on the grounds that there was not enough traffic.
Also a resident of Mary Gardens had asked about street lighting. Street lighting had been looked into a few years before, DCC was unwilling to spend money on this at that time but the clerk was asked to enquire again.
Mr Fleetwood asked for confirmation of where the Village Green is situated. The chairman said that it formed part of Bowey Field.
Mrs Bright asked that her letter be read. The clerk made reference to item 4xv) and read the letter.

It was proposed by Cllr Thorne and seconded by Cllr Nelson that these be paid, this was agreed.
10) Planning Matters
a) Applications 2/2001/0992 ï¿½ V Smith, Knoll Farm, The Common. Erect agricultural storage barn. NO OBJECTIONS
b) Decisions 2/2001/0898 ï¿½ Nutmeg Cottage. Single storey extension by infilling between existing extensions. GRANTED
2/2001/0912 ï¿½ O/F School. Extension to CDT area. GRANTED
2/2001/0796 ï¿½ Froghole Farm. Renewal of pp 2/2000/0670 for relief of condition 3 of pp 2/1994/0523 to allow residential use of caravan/mobile home (specifically for use of groom). GRANTED. Conditions include:- for the special need of the applicant and expires 31-11-02 unless another application is put forward.
2/2001/0786 ï¿½ The Scrap Yard. Form new vehicular access. GRANTED Conditions include:- space for manoeuvring, parking, loading of vehicles available before new access put in use.
2/2001/0868 ï¿½ Church View, Lower Belchalwell. Erect double garage. GRANTED
c) Other
2/2001/0831 ï¿½ Seven Acres Small Holding, Okeford Hill. A reply had been received from DCC with some recommendations regarding highway safety. The chairman had spoken to Mr Savage (DCC) who was concerned about rigid vehicles turning. A serious accident had occurred near the entrance to the proposed site in December highlighting the Parish Councilï¿½s concerns.
Developers Contributions ï¿½ a letter had been received from NDDC Chief Executive Allan Greaves outlining the current position, under the current draft guidance contributions from villages will continue to be attributed in the first instance to the nearest service town, some funding may be redirected to a local facility if a special need is identified.

12) The next meeting will take place on Tuesday February 8th at 7-30 pm at the Pavilion, Castle Lane. There being no further business the chairman closed the meeting at 9-06 pm.
